CARE is an independent, non-political and impartial aid organization which provides help to those who most need it. CARE works to bring positive change in the lives of poor people in Afghanistan.
Currently, CARE works in education, emergency response and rehabilitation, rural development, and women centered livelihoods and rights programs in several provinces of the Afghanistan.
Project description:
Opportunity for Mother and Infant Development (OMID) is a community based maternal and child health project of CARE International in Afghanistan. The three years (April 2012- March 2015) is funded by GlaxoSmithKline (GSK), a UK based private pharmaceutical company and CARE-UK is providing technical support to the project team.The main purpose of the project is to contribute to reduction of maternal and infant mortality and morbidity through community based interventions facilitated and delivered by Community Based Educators (CBEs) and Community Midwives (CMWs) in 23 communities of district one of Kabul City.
Project Goal
To contribute to reduction of maternal and infant mortality and morbidity through community based interventions facilitated and delivered by Community Based Educators and Community Midwives in 23 communities of district one in urban Kabul.
Objectives:
Establish a community-based surveillance system in 23 communities in district 1 of Kabul city, to assess perinatal health outcomes for improved maternal and child health indicators throughout the life of the project
Enhance community mobilisation and participation of influential community members in community-based health services and strengthen local networks (e.g., shuras) as preventive maternal and child health care centres; and
Intensify the community outreach program to expand project intervention in urban and semi-urban setting communities of Kabul sub districts, through review of data on maternal and child health indicators and an assessment of one Kabul sub district.
Project Impact:
Reduced incidence of maternal and child mortality and morbidity in project area by the end of project.

Project outcome:
Improved maternal and child health outcomes and increased utilization of maternal and child health services in the targeted 23 communities of District-1 of Kabul City.

% of pregnant women aged 15-49 years attended four or more antenatal visits

% of mothers of children 0-24 months who received postnatal check from a trained health care provider
% of children 0-24 months with weight for age scores< 2

% of women of reproductive age who received family planning counseling and services
Approach and main activities:
CARE Afghanistan has been trained 12 Community Based Educators (CBEs) and 4 Community Midwives (CMWs) to raise awareness of the targeted communities about the maternal and child health and to provide maternal health services respectively.
The CBEs are assigned to: 1) conduct community based surveillance of women of reproductive age in targeted communities, disseminate information and messages. On safe motherhood, infant care and birth planning to these women through house to house visits and to refer them to OMID health centers for receiving pregnancy, post-partum and family planning counseling services. Also, CBES identify high risk cases of women and children to the health centers; 2) establish Community Support Groups (female and male CSG) to conduct peer trainings and raise community awareness on the danger signs of birth complications for mother and child and address the underlying reasons preventing women and their families from accessing quality health care services.
The CMWs in the health centers are receiving cases from CBEs to provide antenatal, postnatal and newborn care services and education to women of reproductive age. CMWs are referring high risk pregnancies and other complicated cases to government tertiary hospitals by community midwives.
Scope and objectives of the consultancy:
The overall objective is to ascertain whether the project has achieved its intended results and potential short-term impacts generated by the project
The specific objectives are as follow:
To determine the extent of contribution OMID project made to address needs and problems identified in need assessment phase
To ascertain the degree of achievement and progress toward project output, outcome and overall objective as set in project proposal and logical framework
To what extent the benefits of the project will continue if donor funding is ceased. 4) To what extent the project has been implemented in a most efficient way compared to alternatives
Methodology:
The consultant is expected to do the literature review, find the information gaps, come up with proper data collection method and sampling, design data collection tools, train data enumerators, field test the data collection tools, lead and participate in data collection and data entry. Consultant is also expected to use interviews, surveys, or any other relevant quantitative and/or qualitative tools as a means to collect relevant data for the final evaluation. The evaluation team will make sure that the voices, opinions and information of the project’s target participants are taken into account.
The consultant will carry out following specific tasks
Prepare detailed work plan for the consultancy
Desk review of all relevant documents
Conduct meeting and interviews with key project informants, beneficiaries and analysis of data collected
Visit the target communities
Prepare the draft evaluation report
Present the draft evaluation report to HAWA/PQ relevant authorities and incorporate comments, feedback and recommendations
Finalize the evaluation report by integrating agreed comments and recommendations
Submit final evaluation report

The consultant:
Design the methodology for the evaluation and share it with HAWA-OMID management and PQ for review and approval.
Conduct a literature review of project relevant documents including surveillance system , progress and assessment reports:
OMID –GSK semi annual reports
OMID M&E data (project winter ,Summer survey reports)
Project logical framework
Baseline assessment
Training of the CARE surveyors for data collection
Assess the quality of data collected in the first days of data collection
Preparation of the report as mentioned in the “general terms and condition” section below
A. CARE
Share CARE and HAWA documents, reports, resources and data for consultant review.
Introduce the consultant to key stakeholders including MoPH
PQ unit of CARE Afghanistan will provide feedback on the overall implementation plan and process
Overall management of the assessment including; recruitment of surveyors, tools, data entry and cleaning, in close communication and coordination with consultant
Pay consultancy fees as per CARE Afghanistan’s policy
Pay travel cost, perdium and accommodation cost for consultant
Providing all logistics and administrative cost for training of surveyors, transportation of surveyors and other costs related to data collection
Post graduate degree in public health, social sciences, or developmental studies.
At least five years experience in conducting research or evaluation of similar projects/programs.
He/she should submit 2-3 project evaluation of the project of similar nature.
Fluent in English, both written and spoken.
Familiarity with the cultures and the prevalent political/security situation of Afghanistan.
