The project is going to end by March 2016, therefore the Welthungerhilfe country office would like to conduct the project final external evaluation on the activities/intervention have been done by WHH direct interventions and through partner organization in the project of ‘’ Improved Food Security by Enhancing LNGOs in North, East, North/East and central regional of Afghanistan’’. The project details are proved below;
2. The project:
Title: AFG1148: Improved food-security by enhancing Local NGOs in four provinces in North/East and central-Afghanistan"
Project Period: 30 months: 01.10.2013 – 31.03.2016
Donor: Federal Ministry for Economic Cooperation and Development (BMZ)
Primary Objective: The living conditions of the population in the rural regions of Nangarhar, Samangan, Kabul and Jawzjan province are improved by supporting and strengthening the capacities of local civil society actors
Project purpose 1: Food security for particularly needy population groups in Nangarhar, Kabul, Samangan and Jawzjan province has been improved through the outcome- and impact-oriented strengthening of local non-governmental organisations.
Indicators:
1. By end of the project, at least 40,000 people have benefited from the direct and indirect impacts of at least four implemented small projects in the area of food security and/or rural development.
2. By the end of the project, Welthungerhilfe and at least two local non-governmental organisations have signed strategic MoUs regarding long-term development-oriented collaboration in the area of food security / rural development.
Secondary objectives
I. In the provinces Nangarhar, Kabul, Samangan and Jawzjan, small-scale projects submitted by at least four local NGOs are identified and approved.
Indicators:
1. By the end of 2013, formulated strategies and selection criteria are in place regarding the collaboration with local partner organisations on the basis of existing support concepts.
2. By March 2014, at least four local non-government organisations have been identified for the implementation of small projects, and the corresponding project contracts have been signed.
II. The capacities of the identified partner organisations are strengthened through needs- and impact-oriented organisational development through qualifications, thematic exchange and networking.
Indicators:
1. By mid-2014, a module-like organisational development programme (qualification, capacity development, dialogue, and network) has been designed and will be implemented with each project partner.
2. By July 2015, at least 50% of the local partner organisations have improved their quality in line with effective and efficient project implementation.
III. The living situation of the affected population has been improved by the successful implementation of at least four small projects by the local partner organisations in the area of food security.
Indicators:
1. By July 2015, at least 50% of the implemented small projects reach at least 75% of formulated indicators.

3. Objective of the Evaluation
The objective of the evaluation is to provide a comprehensive assessment of the said project based on the below mentioned evaluation criteria. This is done to respond to donor requirements, as well as to inform future actions for planned projects with partners.
The evaluation aims to determine:
1. To analyse the design of the project; and evaluate the effectiveness and efficiency of the micro projects implementation by 4 partners within the agreed contractual conditions, time frame, work-plan, log frame, and budget. It also includes assessment of the level coordination and cooperation between WHH and its partners.
2. To analyze that how the intervention improved food security of target groups in the targeted area.
3. To analyse the capacity, capability and readiness of four Afghan NGO partners to be strategic partner of Welthungerhilfe
4. To evaluate activities which have been done with direct intervention of Welthungerhilfe with related to partners selection, assessment, empowerment and capacity development.
5. To analyse the projects results according to the five OECD DAC evaluation criteria. To this end, the evaluation is framed around the following key questions:
Relevance: To what extent is the project suited to:
o The right and relevant partners selected for the project?
o The priorities and needs of target group(s) in project targeted areas with related to food security met?
o The Welthungerhilfe partnership standards, procedures and donor priorities considered?
o Are the activities and outputs of the projects consistent with the project primary goal and the attainment of the objectives?
o Are the activities and output of the project consistent with the intended impacts and effects?
Effectiveness: To what extent has the project achieved it’s below stated purpose?
o Food security for particularly needy population groups in Nangarhar, Kabul, and Samangan and Jawzjan province has been achieved through the outcome and impact-oriented strengthening of local non-governmental organisations.
o Have the project strengthened targeted partners capacities and capabilities to be as strategic partners of WHH in the future.
o What were the major factors influencing the achievement or non-achievement of the objectives?
Efficiency: How cost efficient were the project activities? Were the project objectives detailed above achieved on time? Was the project implemented in the most efficient way?
Impact: What were the positive and negative changes produced by the project, directly or indirectly, intended or unintended?
o What outcome (positive, negative) can be observed and what impacts expected?
o What recommendations for the future programme can be made on the basis of the “lessons learnt” and “good practices” in all part of the project, particularly on strengthening partnership?
Sustainability: Is the project environmentally as well as financially sustainable? Whether the benefits of the project activities are likely to continue after donor funding has been withdrawn.
o To what extent are the benefits of the project expected to continue once the donor funding has ceased?
o What are the major factors which have so far influenced the achievement or non-achievement of sustainability of the programme or project?
4. Methodology
As part of his/her assignment, the successful consultant will apply a mixture of different methodologies, including primary data collection and review of existing resources:
a) A desk review of all project-related documents, reports (narrative, financial and monitoring reports), review of proposal and budget and contract with donor and between WHH and its four implementing partners
b) Field data collection on a sample of outcomes (selection to be discussed by the evaluator with the project team) to verify data collected to date.
c) Structured interview with direct & indirect beneficiaries with consideration of sufficient sample size. (Quantitative approach)
d) Focus group discussion with direct & indirect beneficiaries as men, women, (youth and elders) on community level. (Qualitative approach)
e) Simi structured interview with community representative, relevant government officials, and partner organization Key staff. (Quantitative & Qualitative approach)
As part of his/her assignment, the consultant will provide a detailed planning on his/her proposed methodologies. WHH will review the planned methodologies proposed by the evaluator and provide feedback before the evaluation process begins. We would also like the evaluator to suggest any particularly innovative or interesting methodologies they may employ.
5. Output
An evaluation report (in English) that does not exceed 30-35 pages and should include an executive summary, main findings and recommendations. The report should follow the outline as shown in Annex 1. The evaluator should support his analysis of project’s achievements with relevant data and state how this has been sourced.
6. Timeline
Evaluation to begin in March 2016 (time-frame to be discussed with evaluator), and work in the field to be undertaken around an approximately 20 days’ timeline with the final report to be submitted at last week of March 2016 at the latest.
7. Requirements
The evaluator should meet the following criteria:
An advanced degree or equivalent experience in Agriculture, and/or relevant academic field.
At least 5 years of experience working on and evaluating livelihood, food security, and rural development and partnership projects.
Knowledge of the Food security/civil society empowerment and challenges related to working in partnership with LNGOs in Afghanistan.
Knowledge of partnership models and assessing their effectiveness, especially in a North-South relationship
Clear, effective writer in English/Dari
Experience of working with participatory methodologies
