Job Summary

Under the Project, Consultancy Support has been planned to work out the overall requirements of the Telecommunications and IT support to KNC and to design the OFC based connectivity for FTTH (Fiber to the Home) for all the Clusters of KNC. This Consultancy Support will be provided to Director of Planning and Policies Department-MCIT at Kabul. The intention is to design modern Telecommunications and IT Networks for KNC which will provide FTTH and also preparation of ICB based Bidding Documents for the planned FTTH network, including Backbone Connectivity.

Duties & Responsibilities

Selected Consultant will carry out the following tasks:

a) To examine all the Plans of KNC and KMC as held by DCDA at Kabul;

b) To carry out the complete Physical Survey of Kabul New City;

c) To study the existing Telecommunications Plan as held by DCDA;

d) Based on the Modern Technologies, to work out a feasible Telecommunications and IT Support Plan for KNC;

e) To plan the connectivity of KNC with the existing OFC Network of Kabul City;

f) To prepare the design of FTTH network of KNC based on Physical Survey report;

g) To prepare, the BOM (Bill of Material) for complete FTTH network of KNC, considering modern triple play broadband services;

h) To prepare the implementation Standard guidelines for FTTH network;

i) To prepare the ICB based Bidding Documents for FTTH network of KNC, following international best practices in use;

j) To prepare the detailed Scope of work and Technical Specifications of all the Goods/Equipment/Material required for the implementation of the Project and include it in the Bidding Documents;

k) To present the planned FTTH Network Design to the Implementation Director of the KNC and to MCIT’s/Afghan Telecom’s nominated Staff;

l) To conduct Training on state-of-art FTTH Networks for nominated Staff of MCIT, ATRA and Afghan Telecom.

Deliverables and Reporting Requirements:

a) Report-1(Survey Report): To be submitted within 2 weeks after joining the Assignment. This should include:
i) Physical Survey Report of KNC;
ii) Overview of the Telecommunications and IT Networks that could come up to support KNC;
iii) Overview of the Backbone Connectivity that could support KNC;
iv) Overview of the FTTH network for KNC and general layout plan of the area to be covered;

b) Report-2: To be submitted within 5 weeks of the commencement of the assignment. This should include:
i) Overall Telecom and IT Networks Plan;
ii) Detailed layout plan for OFC based connectivity of KNC with the existing OFC Network of Kabul City.
iii) Draft design documents of complete FTTH network of KNC;
iv) Draft Implementation Standard guidelines for the FTTH Network.

c) Report-3: To be submitted within 09 weeks after joining the Assignment. This should include:
i) BOM (Bill of Materials) for complete Backbone and Access Networks;
ii) FTTH network of KNC;
iii) Detailed Scope of work and Technical Specifications of all the Goods/Equipment/Material required for the implementation of the Project;
iv) Draft Bidding Documents for FTTH network of KNC.

d) Report-4(Final Report): To be submitted within 12 weeks after joining the Assignment. This should include:

i) Summary of all the above-mentioned Reports;
ii) Recommendations on rolling out of Telecom and IT Networks to support KNC;
iii) Final Design and an approach to build the Telecom and IT Networks for KNC;
iv) Layout of Backbone Connectivity and FTTH for KNC;
v) Final BOM (Bill of Material) for Backbone and FTTH networks of KNC;
vi) Final Bidding Documents of Backbone and FTTH networks of KNC;
vii) Training imparted to MCIT’s Staff on the Documents prepared by the Consultant;
viii) Consolidated Final Report on all the aspects of the given Assignment, including Training.

e) Other deliverables: These include weekly and monthly briefings to the KNC Staff, MCIT’s Planning Staff and the World Bank Teams at Kabul.

f) All the reports as outlined above shall:

i) Be written such that they stand alone, without the reader needing to refer to other documents;
ii) Shall include a dated cover letter with the distribution list and shall note key issues of interest in the report for management’s attention;
iii) All the Reports (02 Copies), both in English and Dari/Pashtu languages should be submitted to the Director Planning (01 Set) and to the PMO of ICT Sector Development Project (01 Set), on time in hard and soft copies. Comments on all draft reports will be provided within two weeks of receipt, after which it shall be assumed that there will be no further comments for accommodation in finalizing the report.

Job Requirements

The Individual Consultant should have a degree/diploma in a field related to Telecom/IT engineering from any well-recognized University;
b) The Individual Consultant should have at least 5 years of experience in Telecommunications Sector, after his University Degree;
c) The Individual Consultant should have demonstrated experience in planning of State-of-art Telecom and IT Networks, including OFC based Backbone Networks and FTTH;
d) The Individual Consultant should have demonstrated experience in preparation of Bidding Documents/RFPs (Request For Proposals) for similar Telecom requirements;
e) The Individual Consultant should be willing to travel to Kabul (Afghanistan) for the accomplishment of this task.

An Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

To ensure impartiality, the consultant (including his home office, if any) must not, in any way, be affiliated with business entities that are currently providing or are seeking to provide goods or services to the project.

Timelines and payment schedules:

The Consultant will complete the assignment in 12 Weeks, after joining the Assignment at Kabul and shall be paid as per the following schedules:

Delivery of Report-1: 20 % of the Contract Value
Delivery of Report-2: 20 % of the Contract Value;
Delivery of Report-3: 20% of the Contract Value;
Delivery of Report-4: 40 % of the Contract Value;

Milestones will be considered complete only upon the acceptance and formal approval of the designated Planning and the PMO-ICTDP Staff of MCIT. All payments will be made to the Consultant, within 30 days from date of formal approval of the Invoice by the Chairman of PICU. Activity Sheets and the Reports will approved by the Head of PMO-ICT Sector Development Project of MCIT.
Invoices, Activity Sheets and the Brief Reports will be submitted to the Head of PMO, both in English and Dari/Pashtu languages. Formats will be provided by the Project Director ICTDP-MCIT.

Facilities to be given by MCIT:

The following facilities and support will be provided to the Consultant by the client (Director-Planning of MCIT):


A suitable working space inside MCIT’s Main Building at Kabul.

Internet connectivity in Office.

Facilitation of entry visa.

Relevant background documents.

Facilitate and arrange for meetings with relevant stakeholders and partners.

Vehicle and driver for mobility during working hours, only for official tasks;

demonstrated experience in planning of State-of-art Telecom and IT Networks, including OFC based Backbone Networks and FTTH;
