Job Summary

Under the Direct Supervision of Petroleum Support Unit Coordinator, Contract Administration Expert is responsible for the functions related toThe Contract Administrator reports directly to the SGDP Director. The Contract Administrator directs the activities of send, receive, review and archive all correspondence with contractor. Ensure that the APA responds to all contractor correspondence in a timely manner.

Duties & Responsibilities


The Contract Administrator reports directly to the SGDP Director.

The Contract Administrator directs the activities of:

Send, receive, review and archive all correspondence with contractor.

Ensure that the APA responds to all contractor correspondence in a timely manner.

Establish annual timetable for Technical, Operations and Management Committee Meetings regarding the SGDP project.

Establish timetable for contractor report submission and communicate.

In liaison with other APA Directorates, develop standard forms for internal reporting Requirements.

Track deadlines for submission of contractor reports and communicate with contractor.

Handle the acquisition, distribution, and store of equipment.

Prepare contract change notices, monitor contractor.

Capacity building requirements.

Contractor income taxes, and production sharing payments; customs clearances and exemptions from customs duties.

National Environmental Protection Agency – baseline environmental assessment, environmental impact assessment, social impact assessment.

The Contract Administrator shall ensure that the contractor’s operations comply with their legal and contractual obligations.

The Contract Administrator is responsible to track the dates when all contractor reports and responses are due.

The Contract Administrator shall communicate with the contractor to ensure all reports are received in a timely manner.

The Contract Administrator must gain detailed knowledge of the SGDP contract.

Prepare reports on contractor activities to the SGDP Director as required

Any other tasks assigned by the SGDP/MOMP.

Job Requirements


Bachelor’s Degree in Business Administration, Public Administration, Management Science or any other related field

Understanding of Contract and bid processes, standard and protocol.

Four (4) years purchasing or procurement experience including one year supervisory experience.

Familiarity with Systems administration of online data systems.

Contract tracking and management systems.

Ability of Training processes and techniques.

Supervisory practices, principles, and methods.

Maintaining an established work schedule.

Reading and understanding contracts.

Effectively using interpersonal and communications skills including tact and diplomacy.

Effectively using organizational and planning skills with attention to detail and follow through.

Planning, prioritizing, and problem-solving.

Coordinating the contract process in relation to goods and services.

Maintaining contract data and information systems.

Communication as the primary point of contact in relation to contracts and contract issues.

Maintaining confidentiality of work related information and materials.

Maintaining current knowledge, skill and abilities in contract administration theories, practices and technologies.

Demonstrated proficiency using standard office software applications as well as automated financial systems.

Identify and define technical and administrative problems, identify and evaluate alternative solutions, and select and implement the best alternative

Prepare plan correction reports

Review proposed projects to ensure compliance with regulatory requirements

Communicate effectively in oral and written form
