Duties & Responsibilities


Track implementation of contracts for (Goods & Non-Consulting Services, Works and Consulting Services), identify challenges and recommend solutions;

Priorities problematic projects/contracts and provide proper recommendation on streamlining their implementation;

Maintain proper records of physical progress, financial and any contract variation in the designated system of the procurement department (CMIS);

Follow up with the relevant programs and departments concerning their projects/contracts implementation and provide any contract or procurement related consultation on timely manner during the inception and implementation phase;

Inform contractors (Implementation Partners) and relevant departments before expiring their contract to have quick decision on further process;

Arrange kick of meetings with contractors before circulation of the contract, provide guidance on the necessary approvals concerning invoice settlement and contract variation;

Monitors performance of the contract/projects as per agreed timelines;

Maintain and update a realistic and comparative list of the contractors based on their performance;

Conduct regular meetings with the implementation partners and inform related departments as well as procurement director any issue that affects the smooth implementation of the contract;

Maintain a proper record for all performance guarantees, inform the contractors before guarantees are expired for validation purpose, keep guarantees in a safe place;

Develop and maintain a proper filling system and make sure the files and their related documents are available and are easy to locate;

Facilitate internal and external auditors during any audit and make sure all required documents are provided to them on timely manner;

Support newly hired procurement staff by providing on the job-trainings and arrange special capacity training sessions after conducting a TNA;

Perform any other duty as assigned by the Procurement Director.

Key Deliverables:

Clearance of outstanding/problematic contracts related to EQUIP II, GPE, UNICEF, Discretionary or other donors;

Operationalization of Procurement Tracking System;

Operationalization of Contract Management Information System;

Development of Projects’/Contracts’ Tracking Procedures;

Training of newly hired personnel;






Required Competencies:

Familiar with Civil Works, Goods and Consultancy Services contracts management procedures

Thoroughly familiar with Afghanistan Law and its rules of procedures, donors’ procurement guideline and contractual requirements

Good knowledge of compliance and audit process

Ability to identify changes and improvements to contract procedures to reflect project’s changing requirements

Ability to initiate and promote the function of contract administration;

Knowledge of Microsoft Office package including using databases;

Be proactive, a self-starter and ability to work without supervision.

Job Requirements

 Bachelor’s degree is required in management; business administration, economic or any other related field is desirable. This may be substituted for by experience and demonstrated personal facilitation qualities.
 At least Four years of direct relevant field.
 Fluency in Dari, Pashto and English is required.
