Job Summary

ARAZI is looking for a qualified national Contract Manager who will be responsibl e for all the deli verables and
activities of the Contract Management Unit. This is a key unit of Land Lease Directorate of ARAZI. The overall mission of this unit is to realize effective l and lease contrac ts that make optimum use of government lands. The Contract Unit swings into action, af ter the proposal
evaluation team identifies the best proposals/business plan and passes it on the Contrac t Unit for negotiating the terms and concluding the contrac ts. Contract Manager position requires some level of legal knowl edge of the nature of government land contracts . He/she will report to Land Lease Director and will liaise with specific units of the same and perti nent Directorates.

Duties & Responsibilities

Key Responsibilities

1. As the manager of Contr act Unit , the incumbent will be unit’s super visor and will be tasked with pl anning, organizing,
controlling, super vising, directi ng and leading the Contract Unit. His/her specific responsibilities are as followi ng:
2. Negotiation of contract terms with prospective tenants
3. Realization of lease contracts
4. Supervising contracts record-keeping
5. Supervising the transfer of contracts from Amlak Department of Ministry of Agriculture, Irrigation and Livestock to
Arazi
6. Other pertinent responsibilities deemed necessary by his/her direct supervisor

Main Tasks

- Negotiation of contract terms with prospective tenants
- Maintenance of applications (proposals/business plans) passed on by the Proposal Evaluation Unit in organized and
effective manner.
- Liaising with the related units of Land Inventory and Lease Enforcement Directorates on identifying the negotiation points
- Inviting the prospective tenants for negotiation
- Recording the decisions made and receiving the reviewed applications (proposals/business plans)
- Realization of lease contracts
- Identification, receipt and verification of supporting documents required with the lease application
- Registration of approved and signed lease contracts
- Review of requests for amendment of lease contracts
- Issuing of lease contract expiration, cancellations and terminations

Realization of lease contracts

- Identification, receipt and verification of supporting documents and collateral security required for lease contracts
- Registration of approved and signed lease contracts
- Review of requests for amendment of lease contracts
- Issuing of lease contract expiration, cancellations and terminations


Supervising record-keeping of contracts

- Designing an effective virtual and physical record keeping mechanism for contracts
- Supervising the regular update of contracts and incorporating the amendment/modified information
- Generating regular date-based, geographical and other types of reports for various level of Arazi management


Supervising the transfer of contracts from Amlak Department to Arazi

- Supervising the process of collecting, sorting and data entry of contracts currently managed by Amlak
- Extracting key information and due diligence of contracts including identifying the contracts that are expired, due and running
- Liaising with the pertinent units of Land Inventory and Lease Enforcement Directorates on verifying the land


information and enforcement of contract terms

- Transferring the approved contracts into the new Arazi format of lease contracts
- Issuing the current lease contracts expiration, cancellations and terminations

Job Requirements

Education
- Bachelor’s degree in Law, Business Management, Agriculture, Politica l Science, Sociology, Economics or
Engineering (Master’s deg ree preferred)

Professional experience
- Minimum of 5 years of managerial exper ience in government, NGOs, UN Agencies or business preferably with the legal affairs

Technical skills
- Effective communication and negotiation skills
- Contract design, development and enforcement

Language Knowledge
- Dari, Pashto, English

Computer Science
- MS Office

Personal Qualities
- Effective inter-personal skills
- Leadership skills
- Team worker
- Able to work under pressure and tight timelines
