Duties & Responsibilities

Reporting Line:
The Contract Officer will report directly to the Procurement Manager of DCDA.

Main Duties and Responsibilities:


Ensure DCDA contract management activities are timely, effective and financially efficient.

Sustain and develop a robust and responsive supply base that provides the needs of the business requirements

Ensure all the contracts are in line with best practice and Government of Afghanistan guidelines.

Assertively negotiate and manage commercial supplier relationships and contracts to deliver significant cost savings for DCDA.

Coordinate all contract related activities with Contractors and other relevant division and departments of DCDA

Draft and prepare all types of procurement contracts for DCDA in accordance with laws of Afghanistan

Develop and maintain a database of all the contracts of DCDA for better follow up of all the activities.

Participate in discussion, meetings and negotiations with contractor of DCDA

Coordinate all activities related to the finalization of contracts from preparation of tender documentation through evaluation, negotiation and contract finalization with company favorable Terms / Conditions.

Undertake additional financial management, procurement and contracts related duties as may assigned by the management.

Job Requirements


BBA Degree or any other relevant field;

3-5 years experience in contracts management field

Strong interpersonal verbal and written communication skills

Excellent Prior Procurement management experience

Plan, assign, direct and review the work of a professional staff and support staff

Implement, interpret and explain complex policies, procedures, rules and regulations.

Represent the DCDA effectively in meetings with others.

Experience in managing complex organizational relationships at the highest levels, most efficiently in Government.

Experience leading teams in a complex and sensitive multi-cultural environment.

Must have knowledge of Afghanistan\\\'s Laws;

Good oral and written skills in Dari, Pashto and English languages;

Diligent and enthusiastic, willing to work long hours and under pressure;

Excellent computer skills are required (Ms.Word, Ms.Excel Ms.Access and Accounting software are required).

Ability to work effectively in a multi-ethnic and multi-cultural environment;

Frequent interaction and contact with local government and non-government colleagues,
Donors, professional peers, auditors, and finance and investment consultants;
