Job Summary

We are looking for an experienced Contracting Manager to lead the contracting department. The incumbent's responsibilities include finding new business opportunities, preparing technical and commercial proposals, managing projects in the tender stage, resolving contractual matters for ongoing projects, drafting contracts for all subcontractors, etc. The incumbent's duty location is based at the company office in Kabul, Afghanistan.

Duties & Responsibilities

1. Tracking online/offline bedding opportunities and tenders from local and international clients and funding agencies.

2. Screening client's requirements of available solicitations and tenders, extracting key requirements through reviewing and analyzing bid documents, specifications, drawings and terms & conditions of the contract

3. Leading communication with potential subcontractors & JV partners, reviewing and evaluating their qualifications & capability and incorporating their credentials into the proposal.

4. Collecting quotations and relevant documents from manufacturers, vendors and suppliers for targeted tenders and projects.

5. Complete pricing (estimation) for all targeted tenders and projects which includes but is not limited to all direct and indirect costs such as materials, construction works, installations, maintenance, profit, overhead, security, site mobilization/ demobilization etc. 

6. preparing technical documents such as project management plans, schedule narratives, QC plans, work methodology, health and safety plans, risk management plans, etc. for targeted tenders and projects. 

7. Managing and ensuring the proposals are sent on time and on schedule.

8. Compiling company project experience credentials documents, formatted CVs and capability statements, references, certificates etc. for bids 

9. Attend and participate in Client negotiation meetings and prepare minutes accordingly

10. Set up and maintain tender folders, utilizing the standard contents from receipt to execution.

11. Review all pre and post tender client’s clarifications in relation to the tender submission

12. Prepare for and chair all internal tendering progress meetings in accordance with the tendering process.

13. Review vendor/subcontractor selection process in terms of specifications, pricing and delivery dates

14. Final review of tenders’ technical, commercial and contractual qualifications before submission 

15. Preparing and finalizing Techno-Commercial proposals for targeted projects

16. Preparing and responding to all clarifications made by clients regarding submitted proposals

17. Maintain contractual records and documentation and control of all contract correspondence, contractual changes, status reports and other documents for all projects

18. Contracts Drafting, Evaluation, Negotiation and Execution of Non-Disclosure Agreements, Sales/Purchasing Agreements, Sub-contracts, Consulting Agreements, Joint Ventures etc.

19. Any other task assigned by top management.


Job Requirements

1) A bachelor’s degree in preferably in engineering.

2) A minimum of 5 years of relevant experience in business development, proposal writing, and contract management.

3) In-depth knowledge of contract management and proposal writing.

4) Excellent written and verbal skills, with the ability to communicate complex issues concisely.

5) Excellent written and verbal English language skills.

6) Experience in preparing proposals for international projects is a must.

7) Analytical and problem-solving skills

8) Organization, time management, prioritizing, and the ability to handle a complex, varied workload.

9) Ability to work under pressure and meet tight deadlines with minimum supervision.
