About French Medical Institute for Mothers and Children

The French Medical Institute for Mothers and Children (FMIC) is a non-governmental tertiary hospital established in 2006 as the product of a unique four-way partnership between the Governments of Afghanistan and France, and two private, international development organizations – La Chaine de l’Espoir (CDE) and Aga Khan Development Network (AKDN). It provides the people of Afghanistan with exemplary healthcare services at par with the best medical institutions in the region.

Job Summary

The Group Purchasing Program (GPP) within Aga Khan Development Network (AKDN) Institutions in Afghanistan re-initiated in October 2021. The objective is to achieve cost savings and efficiencies by aggregating purchasing volume and using that leverage to negotiate discounts with manufacturers, distributors, service providers, and other vendors for entire AKDN Institutions in Afghanistan to support the overall program delivery. The program will work to identify common, high-value, and highly usable items within the network institutions to purchase in bulk and get discounted prices.


Duties & Responsibilities

  • Plan, coordinate, and carry out group purchasing initiatives within Afghanistan's AKDN network institutions.
  • Conduct analysis of spend data gathered from group members in order to identify categories of goods and services suitable for group purchasing.
  • Identify the items and services that are of common interest among network institutions and coordinate procurement through group purchasing.
  • Ensure timely provision of relevant procurement and administrative-related requirements, information, and other data from the respective entities to the requiring entities.
  • Develop annual work plan that includes timelines for agreed-upon common procurement deliverables.
  • Monitor and coordinate the preparation, publishing and completion of agreed joint solicitations.
  • Document and disseminate best practices of collaborative procurement to member institutions.
  • Establish and apply procedures to facilitate joint contract management and supplier performance evaluation.
  • Coordinate with member institutions to resolve any issues that arise throughout the joint procurement process.
  • Ensure that the GPP’s objectives are met in an organized and coordinated manner.
  • Ensure that communication between the member institutions is open and frank and that the various communication strategies as decided by the committee are being followed.
  • Pursue Product Standardization for both supplies and equipment and monitor the progress on an annual basis.
  • Ensure that savings resulting from group purchasing initiatives are reported in a consistent, accurate, and verifiable manner in accordance with the agreed-upon formula.
  • Prepare periodic reports for management highlighting the activities and progress of the group purchasing program and annual reports for the AKDN leadership covering financial as well as operational aspects of the program.
  • Develop a good working relationship with local and international suppliers.
  • Ensure that transparency is maintained at all levels and in all systems.
  • Carryout any other tasks as and when assigned by supervisor.


Job Requirements

Qualifications and Requirements

  •  BSc in Supply Chain Management, Business Administration, or a related field is required

 

Work Experience

  • 4-5 years of progressively increasing experience in Purchasing and Supply Chain Management in international organizations. 


Knowledge and Competencies

  • Capability to collect and analyze data, as well as work with figures
  • Excellent negotiation and networking skills
  • Understanding of business and management principles
  • Excellent communication skills in English and the local language/s
