Trans-Hindukush Road Connectivity Project (THRCP/MOPW), Multi Location
The Costing and Estimation Engineer works under the guidance of the Senior Road Engineer with technical guidance from the Head of Engineering Section. The Costing and Estimation Engineer will prepare an up to date unit rate analysis for civil works, participate in designs and technical documentation produced by the Road Design Unit, and specifically designs and reviews drawings, specifications and work methodologies according to AASHTO and MPW Design standards to ensure most economically efficient design sections and materials are adopted .
Specific responsibilities will include but are not limited to:
Responsible for reviewing the plans and specifications on projects, prepared by technical team, and creating the final detail takeoff or Bill of Quantities (BoQ) required for construction in line with the design and technical specifications requirements for completeness and accuracy.
Confer with members of the design and engineering team and conduct research to determine project requirements/scope of work.
Conduct reviews of BOQs/Cost Estimates prepared by other members of the B2B team or by contractors for accuracy.
Obtain – in coordination with Procurement Department- material and construction prices for cost estimation, develop and maintain necessary systems to ensure delivery of required cost estimations quickly and accurately.
Determine accurate cost estimations for complex Pay-items
Coordinate with geotechnical engineers regarding the type of material during costing and unit rate analysis
Provide Cost Estimates on potential change orders, and changes in scope;
Support Contract Management Unit in negotiating change orders with contractors.
Create and maintain an accurate Cost Estimating database of unit prices for road and bridge works
Update the estimation database based on feedback from procurement, finance, contract, and other units within MOPW.
Perform cost comparisons and advise the most efficient combination of cost.
Based in Kabul Office, but will be taking short term visits to regions for data collection.
Perform any other duty in line with these ToR’s as directed by the Senior Road Design Engineer.
Monitoring and Progress Controls
Weekly meeting with Technical Unit for reporting on the progress and completion of works according to project requirements.
Regular updating of cost estimation database by collecting basic market rates from regions and report changes affecting the construction industries.
Regular submission and updating of all designs, and technical documentation.
MPW Civil Servant counterparts demonstrate an increase in technical expertise and skill.
Final Product
Construction cost estimation system that suits the requirements of MPW.
Realistic unit rate analysis and engineering estimates.
Roads are constructed in adherence to AASHTO and/or MPW standards and use of materials according to technical specifications in BoQ.
Specifications are adhered to by Contractors
a. Education
Bachelor’s Degree in Civil Engineering or similar field required.
Mater Degree will be given an advantage.
b. Work Experience
Minimum 4 years of related experience as a Road Design and Cost Estimating/Quantity Survey Services for multi-disciplined engineering, construction or construction Management Companies, or 7 years’ experience in civil Engineering.
At least 1 year experience in review the BOQ and quantity breakdown of survey and design contractors.
Previous experience in review survey and design of contractors is an advantage
c. Key Competencies
Strong technical background and working knowledge of Road Design and Construction work
Good analytical capability and attention to detail within calculations, checking and summarizing.
Ability to interpret engineering documentation such as drawings, specifications, scope of works, etc.
Excellent working knowledge for preparing cost estimates of all phases of engineering design, including: Road and Bridge Projects.
Have basic computer knowledge of Road Design Software (e.g. Topcon Civil CAD AutoCAD Civil 3D and Bentley MX Road etc…);
Have strong computer knowledge on Cost Estimation Spreadsheets, Databases, Estimating packages.
Good communication and negotiation skills.
Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Mentoring and building the capacity of MPW Civil Servant Counterparts.
Excellent English skills, both written and verbal. Fluent in Dari and Pashtu, both written and verbal.
Demonstrated ability to training and build capacity of counterparts.
