NATO Afghanistan - Resolute Support , Multi Location
Resolute Support is a NATO-led, non-combat mission. It was launched on January 1, 2015, following the conclusion of the previous NATO-led International Security Assistance Force (ISAF) mission, and the assumption of full security responsibility by the Afghan National Defense and Security Forces (ANDSF). Its purpose is to help the Afghan security forces and institutions develop the capacity to defend Afghanistan and protect its citizens in a sustainable manner. The mission performs supporting functions in several areas. These include: operational planning; budgetary development; force generation process; management and development of personnel; logistical sustainment; and civilian oversight (in order to ensure the Afghan security forces and institutions act in accordance with the rule of law and good governance).
The incumbent will work as a Country Advisor within the Political Advisor (POLAD) Team of the SCR Office.
Develop and maintain relationships with government officials, NGOs, Civil Society and organisations related to the work of his/her specific area of expertise. Provide concise assessments, reports and updates on topics within his/her specific area of expertise. Monitor, analyse and report on relevant developments within his/her specific area of expertise, including Afghan media. Provide advice on all historical, social, economic, political and development issues that impact the work of the office. Analyze Afghan government and civil society reactions to NATO and Resolute Support (RS) proposals and initiatives. Liaise with other country advisers to optimise information and contact exchange. Assist in the preparation of and support high level visits and delegations.
The incumbent may be required to perform duties outside of his/her Terms of Reference, as assigned by the Director or his representative. These may include, inter alia: Temporarily work for/assist another team or other members of the NATO SCR Office, as required. Provide interpretation for official meetings/translate documents. The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
Broad familiarity and experience with Afghan governmental, political, economic, international, media and civil society institutions. Track record of professional experience within area of expertise. Record of collaboration or work for a governmental or political agency involved in Afghanistan. Regional expertise. Ability to conduct independent critical analysis of political and social developments, and provide concise written reports and assessments. Ability to administer visitor programmes and schedules in a challenging security and logistical environment. Ability to interpret, translate and revise Dari and Pashto into English and vice versa at the required level of quality and speed.
Language: English: Very good level of written and spoken language skills. Note: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
DESIRABLE QUALIFICATION:
Record of work with Afghan governmental, political, economic, media, civil society institutions and international organisations.
Specific knowledge / work experience in one or several of Afghanistan’s regions. Knowledge of NATO and RSM.
Master’s University Degree preferred.
Language: Dari: Very good level of written and spoken language skills. Pashtu: Good level of written and spoken language skills. Note: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
As a representative of the SCR Office, maintain a high degree of professional conduct, appearance and discretion at all times. Highly motivated individual with initiative and able to anticipate both problems and opportunities and take appropriate action, independently, if required. Analytical abilities and open-mindedness are essential to the post. Able to work in a multi-cultural environment as part of a team. Ability and willingness to work outside normal office hours. Travel both inside and outside the country as required.
In principle, already well connected with relevant Afghan officials, governmental institutions, political leaders, international and other interlocutors.
Under the direct guidance of the Director or his designated representative, the Country Adviser should provide actionable information and advice relating directly to the SCR’s political policy decision-making process.

Additional Remarks:
An initial 12 month contract will be offered and contract extensions may be possible. Because of the dynamic environment, RS posts are under regular review and therefore post details and responsibilities, including contract duration and contractual grade may change during the advertising and contractual period.
Benefit Package:
Monthly salary of € 1,626.00 Meal Allowance of € 185.00 per month
