Job Summary

The Country Compliance Manager is responsible to comply with all the operational internal policies/regulations, Central Bank’s rule and regulations in letter and spirit to safe guard the interest of Bank to comply with all the operational KYC/AML laws and regulations. Fully equip with regulations and keep close liaison with FIU at Central Bank and also check regulations and circulars on Central Bank’s website regularly. Compliance of FATF (Financial Action Task Force) recommendation relevant to the bank.

Duties & Responsibilities

1. To comply with all the operational Central Bank’s regulations in letter and spirit to safe guard the interest of Bank.
2. To comply with Financial Intelligence Unit (FIU) at Central Bank of Afghanistan for reporting of Large Cash Transaction Report (LCTR)/ Suspicious Transaction Report (STR) as per AML laws on daily basis.
3. To comply with all the operational KYC/AML laws and regulations.
4. Fully equip with regulations and keep close liaison with FIU at Central Bank and also check Regulations circular on Central Bank’s website regularly.
5. Monitoring and identifying suspicious transactions and its disclosure to the Regulators.
6. Determining level of risk in new relationships (new account opening).
7. Compliance of FATF (Financial Action Task Force) recommendation relevant to the bank.
8. Ensuring international standards and guidelines, including BASEL, OFAC and others.
9. Close liaison with the Compliance Officers working in the banking sector of Afghanistan.
10. Attend all the Afghanistan Banks Association (ABA) meetings regularly and update the Country Manager (CM) and Operations Manager (OM) accordingly.
11. Keep close liaison and visit Kabul Serena Hotel Branch fortnightly and make sure that the LCTR/STR and other regulations are implemented.
12. Developing and ensuring that internal procedures remain updated at all times.
13. Supervision of LCTR/STR reporting to Central Bank of Afghanistan.
14. Provide assistance to Branch staff for processing transaction on Equation System. And ensure Branch Balancing at end of day.
15. The Officer will report to the RGM with matrix reporting to Global Compliance at HOK.
16. Other job-related duties as assigned by the Senior Management.

Job Requirements

Education:

Bachelor’s degree in accounting, finance, Banking business related field or law degree. Master’s degree is preferred:
Relevant professional certifications or training desirable.

Strong interpersonal skills, ability to communicate and manage well at all levels of the organization.

Extensive knowledge of financial institution’s policies and procedures.

Demonstrates a thorough knowledge of Afghan Bank laws and regulations.

The ability to read, understand and apply banking regulations.

Ability to read, and interpret government and financial regulations, and legal documents.

Proven ability to identify, solve and prevent regulatory issues.

Must have ability to effectively report information and respond to managers, customers and regulatory representatives, and write procedure manuals.

Must have strong analytical, research, planning, organizational and communications kills.

Have high ethical standards and integrity in both their personal and professional dealings.

Commitment to identifying compliance solutions that meet business needs while ensuring adherence to applicable laws, regulation, policies and procedures.

High level of integrity and dependability with stronger sense of urgency and results-orientation.
