In 2009, the World Bank carried out an Accounting and Auditing Report on Observance of Standards and Codes (ROSC) study. The study documented the underdeveloped state of regulation of accountants, auditors, public auditing firms and financial reporting of public interest entities, lack of application of standards and education in accounting and auditing. The ROSC report has also underlined the lack of approved body representing the accounting and auditing profession, and no training leading to a recognized professional accountancy designation.
Given this situation, ROSC report recommended that a government-led National Steering Committee (NSC) should be established to coordinate, supervise and direct the private financial reporting and auditing reforms in Afghanistan. The NSC’s members have served as the ultimate trustees, ensuring that steps are taken for Afghanistan to have a high quality financial reporting and auditing system in place. The NSC was chaired by an appointee designated by the Minister of Finance; with NSC members drawn from the banking sector, accounting profession, the Chamber of Commerce and the Ministry of Higher Education.
As part of its public financial reform agenda, in August 2011 the World Bank approved the Second Public Financial Management Reform Project (PFMRII), under which funds were earmarked to support implementation of the ROSC Accounting and Auditing report recommendations by addressing the following three core areas:
1. Afghanistan Accountants Law
2. Establishment of Afghanistan Accountancy Board
3. Capacity Building of Accountants and Auditors
To coordinate the activities under the PFMRII project, CPA Afghanistan has been established as the Secretariat to the NSC (CPA board now). It has been located under Treasury Department at the Ministry of Finance to maintain action plans developed/approved by the NSC, track achievement of measures identified in the action plans, and revise them as necessary. The Secretariat included a Program Office to organize the support for the international consultants, the Secretariat itself and of the NSC.
CPA Afghanistan Law has been enacted and CPA Afghanistan Board and Technical committees have been established and empowered. Capacity building of accountants and auditors is ongoing process. This project is currently being supported by World Bank funded FSP project. The Program Manager will report directly to the DG treasury and the Board of CPA Afghanistan.
Services shall be provided on the basis of a five-day workweek, from Saturday through Wednesday or based on organization working days. Additional hours worked as required will be arranged by agreement. The duration of this position will be for 1 years. The Agreement may be extended for a longer period subject to the agreement of MoF and the consultant. Competitive salary will be given based on NTA scale depending on skills, qualifications and work experience of the selected candidate.
· The Program Manager will be responsible for the day to day operations of CPA Afghanistan executive team and assigning tasks to them.
· Prepares TORs of staff and consultants to be engaged on the project relating to the CPA Afghanistan and processes the procurement under the direction of the Director General Treasury and with technical inputs from the CPA Afghanistan Board and technical staff.
· Organizing programs and activities in accordance with the mission and goals of the organization.
· Developing new programs to support the strategic direction of the organization.
· Creating and managing long-term goals.
· Developing a budget and operating plan for the program.
· Developing an evaluation method to assess program strengths and identify areas for improvement.
· Review/supervise all department report and give tasks/assignment
· Review Quality Assurance department activities and report Exam development and accreditation of two syllabi (Corporate and Business law & Taxation) Afghanistan variant
· Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
· Producing accurate and timely reporting of program status throughout its life cycle.
· Ensuring effective quality assurance and the overall integrity of the program - focusing inwardly on the internal consistency of the program, and outwardly on its coherence with infrastructure planning, interfaces with other programs.
· Organizing and arranging meeting with different stakeholders of CPA Afghanistan
· Setting targets and plan activities with heads of departments and following up with them to ensure objectives are achieved
· Working on CAPA Assessment and IFAC SMO’s and way forward to achieve the IFAC membership
· Prepare and execute the action plan
· Working closely with Kabul University for supporting and monitoring the bachelor program established by CPA Afghanistan.
· Prepares requests for all other expenditures to support the project objectives and in line with approved action plan.
· Arranging different programs and conferences for the capacity building of staff
· Prepares requests for procurement and provide facilitation to support the consultant experts of the project and CPA Afghanistan Board.
· Attends Board meeting.
· Meeting and communicating progress and challenges to the World Bank
· Assisting the DG treasury in bringing reforms in the treasury department
· Representing Afghanistan in International Accounting Conferences when needed
· Make sure the necessary arrangements are in place to conduct the ROSCII for CPA Afghanistan.
Excellent written and verbal communication skills in English and Dari/Pashto
Excellent presentation and project team management skills.
Excellent computer experience in Excel and Word.
Knowledge of global professional accountancy practices and organizations
Knowledge of IFAC, CAPA, SAFA and other International bodies
A high level of ethical standards and integrity (as indicated by personal references)
· Must be Afghan National
· ACCA (Qualified/ Member)
· 4 to 5 years of experience in a leading role or project financial management and or similar field
