Agricultural Development Fund
The Agricultural Development Fund (ADF) will act as a second-tier wholesale lending institution that will lend to intermediaries in the agricultural value chain, who will then on-lend to small commercial farmers, defined as farmers with 1-30 hectares. ADF is capitalized by a $100 million grant provided by the United States Government to the Government of the Islamic Republic of Afghanistan with the objective of increasing lending to the agriculture sector in order to create a more competitive agriculture sector through expanded agricultural production and increased incomes for agricultural households. ADF will lend directly and indirectly to banks, non-bank financial institutions, credit unions, microfinance institutions and non-financial intermediaries such as private farmer associations, farm stores, agricultural depots, food processors, agribusinesses and other market participants and informal providers of finance that support the development of agricultural value chains in Afghanistan and are able to enhance the supply of agricultural credit to the end-borrowers at the farm level. Until its transition to the Government of Afghanistan in 2014, the ADF is managed by the Agriculture Credit Enhancement (ACE) program a USAID contract.
Job Summary
The Credit Administration and loan operations Specialist will be responsible and support the credit admin and loan operations Unit in the overall loan administration and loan operations process, and will reports to Credit Administration & Loan Operations Manager.
Duties & Responsibilities
- Monitoring and finalizing general clerical duties performed by CA & LO Assistant (i.e. photocopies, mails, files and also scan copies of the documents in loan folders both in soft and hard).
- Responsible for the documentation process and ensuring that all loan files are currently up to date, using the loan files checklist as the tool.
- Assist in the compilation of the Management Credit Committee (MCC) and Credit Committee (CC) loan packages and ensuring the delivery of the packages to the appropriate parties 72 hours prior to the beginning of the respective meetings.
- Receiving, reviewing, cross checking and evaluating the accuracy of all the original loan documents received from the regional offices.
- Conducting Disbursement Committees right after monitoring and checking of the loan package / documents received from the regional offices.
- Leading the DC and noting all the observations identified by the committee members.
- Sharing all the noted DC observations with the relevant lending officer and credit manager. Also prompt follow up and assisting in rectification and modifications of the DC observations.
- Coordinate with Islamic Finance Manager to make sure that finance documents and their contents are as per the Sharia terms and conditions.
- Coordinate with Legal unit to make sure that loan agreements are accurate and sound. And follow up on any other legal issues raised by legal unit.
- Maintain and update packages process flow tracker to monitor and report the time consumed for processing individual cases.
- Receiving the most important documents (original Qabalas) and saving in the safe lockers.
- Responsible for the maintenance of all keys for safe lockers because inside safe there is most important documents.
- Create Request for disbursements (RFDs) and ensure that MCC and ADFCC conditions are met.
- Sending daily SMS to the clients for notifying them of their installments falling due in a sequence of 14 days prior, 7 days prior, 3 days prior, 2 days prior, 1 day prior and on the due day.
- Monitor the loan repayment process and corresponding reports in the MBWin system.
- Responsible for collection and coordination of loan monitoring / client visit reports with Business development team on quarterly basis.
- Maintain/Monitor and regular update the loan documents kept inside safe box and fire proof shelve as well as the copies of the folders maintained inside credit admin and loan operations office.
- Maintain and update collateral registration log sheet on timely manner.
- To ensure strict adherence to loan disbursement and booking procedures.
- Accurate capture of information on Micro banker-create client profile; new loan details etc.
- Booking of old and new disbursements plus repayments received on ADF bank statements.
- Submit booking instruction and loan documentation to supervisor for review and approval.
- Submit loan operations generated loan documents/receipts to the related lending officers.
- Generate and distribute required reports from the Micro Banker System as and when required.
- Conduct other day to day operation of Credit Administration Department.
- All other duties as assigned by the supervisor.
Job Requirements
- A bachelor’s degree in Business Administration/Commerce/Economics.
- Minimum of 3 year experience in an equivalent/similar position in a financial institution.
- Excellent knowledge of lending, loan process and familiar with loan booking software.
- Excellent communication skills (verbal and written)
