Under the direct supervision of the Provincial Coordinator and Program/Project Manager, Shahkar Organization seeks an experienced Data Entry Officer to support HMIS.
The Data Officer – Health Program will play a key role in supporting accurate and timely data management for health projects. Working under the supervision of the Provincial Coordinator and Program/Project Manager, the Data Officer will be responsible for collecting, entering, analyzing, and reporting health data from field activities and health facilities. A core part of the role will involve the professional use of KoBo Toolbox, including designing and managing digital forms for mobile data collection. The Data Officer will ensure that health data is high-quality, well-documented, and properly reported in line with organizational, donor, and national requirements. The role also includes training field staff on data collection tools, ensuring data security, and supporting evidence-based decision-making for program improvement.
· Collect, verify, and enter health program data from supported health facilities into relevant databases and health information management systems (e.g., HMIS, DHIS2).
· Regularly update and maintain health program databases to ensure data integrity and accuracy.
· Assist in designing, adapting, and using data collection tools and reporting templates for health services, including maternal and child health, NCDs, mental health, and nutrition.
· Design, develop, and manage electronic data collection forms using KoBo Toolbox or similar platforms; ensure forms are user-friendly and aligned with program needs.
· Train health facility staff and field teams on the use of KoBo Toolbox for mobile data collection.
· Support routine data quality audits (DQAs) and implement corrective actions to improve data accuracy.
· Analyze data and generate periodic health program reports (monthly, quarterly, annually) for internal use and donor reporting.
· Provide regular feedback to health facilities and project staff on data reporting performance and challenges.
· Collaborate with M&E and health technical teams to monitor program indicators and ensure timely reporting against targets.
· Assist in survey design and data collection during assessments, baseline/midline/end line studies, and evaluations.
· Safeguard the confidentiality and security of all program data.
Education:
· Bachelor’s degree in Public Health, Statistics, Computer Science, Information Management, or a related field.
Work Experience:
· Minimum of 2–3 years of relevant experience in data management, preferably in the health or humanitarian sectors.
· Experience in working with health information systems such as HMIS, DHIS2, or similar platforms.
· Proven experience in designing, developing, and managing forms in KoBo Toolbox or similar data collection platforms.
· Experience in supporting field surveys, health assessments, or monitoring and evaluation activities is an asset.
Technical Skills:
· Strong skills in Microsoft Office Suite, especially Excel (advanced functions such as pivot tables, charts, etc.).
· Familiarity with data analysis software (e.g., SPSS, STATA, Power BI) is an advantage.
· Strong skills in mobile data collection systems and digital form creation (particularly using KoBo Toolbox).
· Good understanding of database management and data quality assurance principles.
Language Skills:
· Fluency in Dari and/or Pashto (both written and spoken).
· Working knowledge of English is preferred.
Other Requirements:
· Excellent attention to detail and strong organizational skills.
· Ability to work effectively under pressure and manage multiple tasks simultaneously.
· Strong interpersonal and communication skills with a focus on teamwork.
· Willingness to travel to project sites, including rural and hard-to-reach areas, as needed.
