Job Summary

The Database Administrator is responsible for assisting the Head of Risk Management Unit in implementing the risk management regime with the UNCT Afghanistan agencies, funds and programmes through the continuous development and design of the CIMS database as well as working to improve database performance and capacity and meet the evolving needs of the RMU.

Duties & Responsibilities


Reporting directly to the Head of Risk Management Unit, in collaboration with the RMU and Office of the DRSG/RC/HC, the Database Administrator will have the following responsibilities:

1. CIMS Management.
2. Applications, Software and Systems Management.
3. Supervisory responsibilities.
4. Knowledge management, knowledge building and knowledge sharing.

1. Effective CIMS Management
 Support the Head of Risk Management Unit, DSRSG RC/HC Afghanistan, UNCT Afghanistan, other RMUs, as well as partners and donors through the development and maintenance of the Contractor Information Management System (CIMS).
 Management of UNCT Afghanistan CIMS content, users, taxonomies and all localised needs.
 In-depth evaluation, identification and subsequent implementation of technical solutions to enhance the CIMS to ensure it meets the evolving needs of the RMU and the UNCT Afghanistan, as well as identification and recommendation of areas where improvements can be made to effectively support the Risk Management Unit in achieving its goals and priorities. Since it is a shared environment with other RMUs, this will also involve supporting and development of common tools and functionalities.
 Ongoing proactive evaluation of system performance, identifying areas of inefficiencies and potential problems. This includes collaboration with Management and other RMU’s to identify and implement corrective actions to achieve improved and uninterrupted services as well as ensuring security of the CIMS operation at all times.
 Quality Relationship Management with key internal and external stakeholders. This includes working with Risk Focal Points, UNCT Afghanistan, partners and donors to ensure the population of the CIMS, and the integrity of the data within CIMS.
 Any other duties as required by the Head of Risk Management Unit.
2. Identifies, Maintains, Recommends and Introduces Applicable IT and Software Applications
 Identification of new areas where computerization is advantageous and applicable to the operation of the RMU. This includes understanding user/clients specification, needs and requirements and recommending applicable software-packages to achieve client satisfaction.
 Maintenance of application systems. In collaboration with clients/users provide reporting as well as changes/modifications to existing programmes, to ensure continued system effectiveness and relevance.
 Provision of recommendations and reports, ad-hoc or otherwise, required for the Head of Risk Management Unit
3. Undertakes Supervisory Responsibilities as Necessary
 In agreement with the Head of Risk Management Unit, establish work plans, standards for performance evaluation and indicators for work progress and achievements. Timely corrective actions are also implemented to ensure achievement of objectives and deadlines.
 Technical guidance and on-the-job training to ensure work standards are achieved in line with work objectives.

4. Knowledge Management
 Monitor and evaluate existing knowledge systems to help improve processes and desired outcomes, as well as review and recommend new ‘best practice’ technologies that enhance the work of the RMU. This includes interaction with RMU database focal points in peer discussions and supporting the existing network of RMU database professionals, in information exchange meetings for systems co-ordination, consistency, policy and standards; as well as knowledge sharing.
 Increase visibility of the RMU to stakeholder’s through public communication by managing the RMU’s online presence and branding, as well as enhancing internal communication by maintaining the RMU intranet portal and encouraging staff to share knowledge.

Job Requirements


Masters or Bachelor degree in Information Sciences, computer sciences or computer engineering is required.

With Masters 2 year, or Bachelors 4 years, of relevant progressive experience in information technology and/or database management, preferably with international organizations.

Demonstrated experience in Drupal essential.

Demonstrated experience in PHP, MySQL and UNIX as well as database and application design/development is essential.

Knowledge of database design/development.

Risk Management – the ability to identify and manage risks at an operational level and identify and communicate in a timely manner, any risk management issues.

Teamwork – an ability to foster a spirit of cooperation and collaboration across the Risk Management Unit, Resident Coordinators Office and the UNCT Afghanistan.

Knowledge of the United Nations in Afghanistan, operations, and related programme challenges required.

Understands the principles of information security and management and acts with discretion at all times.
