International Resources Group seeks an experienced Afghanistan-citizen manager to serve as Deputy Chief of Party/Operations Director for the Afghanistan Clean Energy Project (ACEP). ACEP is a USAID-funded initiative to foster Afghanistan’s energy independence, economic development, and improved security through increased reliable access to renewable energy resources and improved energy use.
• Manage project finances, administration and operations as the COP's delegated representative. This includes recruiting and supervising all project administrative and financial staff and managing the budget, including monitoring the financial status of the contract on a regular basis to ensure the project is adequately funded project spending overall is on track. Review and approve monthly expense summaries, bank statements and reconciliations, vendors’ requests for payment.
• Establish and implement local procurement policies and procedures in accordance with USAID regulations. Manage procurement of all equipment and supplies, ensuring timeliness and compliance with US and Afghan export/import laws.
• Ensure that local employment and consulting agreements, local purchase orders, subcontract and grant templates are reviewed and updated to comply with local law, and meets client approval. Mediate subcontractor, consultant, vendor, and personnel issues within the project, involving the COP and home office as necessary.
• Ensure that IRG policies and client regulations regarding procurement, including conflict of interest, Foreign Corrupt Practices Act, kickbacks, source, origin, nationality requirements, competition requirements, etc, are followed at every level.
• Properly document the receipt, use, maintenance, protection, custody, and care of non-expendable property that is purchased with client funds.
• Enforce guidelines regarding appropriate use of project assets.
• Serve as primary liaison with security subcontractor.
• Act as COP in COP’s absence.
• Afghanistan citizenship
• Master’s Degree from an accredited university
• Minimum of 10 years experience in equivalent similar position
• Experience with USAID, other donors, or NGOs
• Advanced knowledge of US Government (in particular USAID), contracting and procurement regulations and operating procedures
• Experience with project, personnel, and financial management
• Experience managing subcontractors
• Experience with inventory control
• Fluency in English, both spoken and written, and good communications skills
• Excellent information technology skills, fully computer literate with working knowledge of database systems
• Strong professional skills: Excellent analytical and organizational skills, ability to work on multiple tasks, meet deadlines, and work with minimum supervision and under pressure
• Enthusiastic, flexible and professional attitude, willingness to work extended hours if needed, strong diplomatic and interpersonal skill, and integrity
