About ILF-A

Job Summary

The Deputy Director has overall responsibility for the successful completion of all projects in support of ILF-A strategic objectives. The Deputy Director functions as leader and head of the entire ILF-A project portfolio, play role as a senior manager of the finance, administration and operations units and is responsible for all aspects including donor communication, finance, administration, human resources, data and reporting, training department, business compliance, including mentorship and day-to-day management of assigned provincial office heads; overseeing project planning, budgeting, project initiation, tracking of key project metrics, preparation of required reports, project closeout and change management. The DD provides advice and consulting to the Country Director (CD) during the consideration of projects, gives status reports about ongoing projects in Management Team meetings, and raises issues that need to be addressed at the executive level in a timely manner. As the head of the provincial project portfolio, the DD also mentors assigned provincial offices heads and promotes a broad awareness of project management principles and disciplines throughout the organization through training, consultation and other organizational communications.

Duties & Responsibilities


Lead fundraising efforts; meet with donors and draft proposals and reports.

Communicate and develop donor relations and participate in all donor meetings, present ILF-A as per its strategic missions.

Lead, direct and manage provincial offices heads to ensure successful completion of all projects in support of ILF-A’s strategy.

Lead and manage the data & reporting, training department, finance, administration and operations units to; ensure operational efficiency, effective administration, adequate financial controls and adequate levels of human resources for the ILF-A.

Ensure that strategic objectives for legal aid continuity and capabilities development are met in accordance with ILF-A’s strategy.

Lead ongoing quality improvement initiatives within the unit and assist in interdepartmental quality initiatives.

Provide the Country Director/Executive Director with timely, accurate and complete analysis and reports as required.

Train and mentor assigned provincial offices heads and designated personnel in other departments.

Establish standard practices and methodologies for project management throughout the organization.

Advise and assist the Country Director in conceptualizing, shaping, estimating costs and schedules, and prioritizing candidate projects under consideration.

Provide input and support for grant proposals and donor project reporting.

Collect and analyze key metrics for active provincial projects and provide periodic reports to the Donors.

Collaborate closely with designated Executive Sponsor on each project to resolve issues and conflicts at the appropriate organizational level.

Convene and chair After Action Reviews for all strategic/interdepartmental projects upon completion and supervise dissemination of \"lessons learned\" throughout the organization.

Ensure broad understanding of project management discipline, practices and methodology throughout the organization.

Act as advisor to departmental managers to assist in the successful completion of departmental activities.

As required, share relevant details of successful provincial project achievements in ILF website/public forums in a way that reflects positively on ILF-A as an organization.

Perform other duties, as required and as directed by the Country Director/Executive Director from time to time.

The Deputy Director is responsible for managing the projects, donor relations, personnel and all functions of the finance, administration and operations units and reports directly to the Country Director/Executive Director for all duties and assignments. The Deputy Director is a senior member of the ILF-A team. The Deputy Director collaborates with the Country Director/Executive Director to maintain a high level of awareness on projects and anticipate and resolve issues and conflicts as they arise, as well as with all other senior managers and units of the organization.

Job Requirements


Master Degree from an accredited university in Law, Sharia, Business or other relevant fields.

5+ years of progressively responsible and played senior level role in international organizations, including successful direct management in at least more than three projects with budgets in excess of $250,000.

Commitment to achieving high donor relation and communication standards

Dedication to continuous quality improvement in all level.

Effective communicator and public speaker

Speaks and writes fluently in English, Pashto and Dari. Strong English proficiency/fluency preferred.

Competent in Office software including MS Word and Excel.

Internal staff is encouraged to apply.

Significant knowledge of the Afghanistan criminal legal aid system is an asset.

Candidates must have strong analytical, interpersonal, communication, negotiation, and decision-making skills
