The Deputy Director, Administration and Finance for Millie Bus has the overall responsibility of providing executive direction in the principal planning and operating functions of the Procurement, Information Systems, and Human Resources departments of Millie Bus. The incumbent shall oversee and direct the financial management of Millie Bus including such functions as budgeting, revenue collections, payroll, accounts payable, accounting, and asset management.
Reporting Obligation:
The Deputy Director, Administration and Finance for Millie Bus will directly report to Director, Millie Bus.
1. Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his/her supervisor.
2. Establishes policies, procedures and systems for managing revenues and expenses and safeguarding assets to prevent waste, fraud and abuse.
3. Establishes and maintains a financial management system for recording and monitoring receipts and disbursements.
4. Develops a system for payroll administration and Ensures adequate funding to meet operational needs within stated budgetary limitations.
5. Prepares the consolidated annual budget based upon Departmental budgets prepared by the Operations, Maintenance, Administration and Engineering/Planning department.
6. Provides leadership and direction to Finance Department staff in the establishment of goals, major priorities, strategies and resolution of major problems.
7. Develops a system for procurement for spare parts, supplies, lubricants, fuel, office supplies and other goods and services in consultation with the Directors of Administration and Maintenance.
8. Maintains an inventory of all Millie Bus capital assets including facilities, vehicles, spare parts, tooling, equipments, real estate and other types of assets.
9. Monitors agency-wide adherence to policies and procedures.
10. Maintains, supports, and promotes a safe work environment while complying with all of Millie Bus’s safety rules, policies, and procedures.
11. Directs the overall programs and activities of Millie Bus's Procurement, Information Systems, and Human Resource functions.
12. Establishes policies and procedures for procurement of goods and services required for transit operations such as fuel, spare parts, supplies and others.
13. Oversees the procurement process to ensure compliance with policies and to resolve any major issues.
14. Oversees and manages the technology requirements of Millie Bus.
15. In collaboration with the functional heads of departments establishes and maintains all management information systems including: Operational Performance Management, Vehicle Maintenance Recordkeeping, Fare Collection, Spare Parts Inventory, Asset Management, Financial Management and Payroll.
16. Directs the development and implementation of policies and procedures for the human resources function.
17. Oversees hiring, training and supervision of all Millie Bus employees in coordination with functional directors.
18. Maintains and updates long-range staffing plans, resource needs, and contingencies to support Millie Bus organizational needs.
19. Ensures that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
Results expected:
1. An appropriate action plan is developed and implemented.
2. Effective Policies, Procedures and systems are developed to manage revenues and expenses and safeguarding assets to prevent waste, fraud and abuse.
3. Sound and error free financial management system is established and maintained within the directorate for recording and monitoring receipts and disbursements.
4. An effective system for payroll administration is put in place.
5. A Comprehensive Strategic Plan for Human Resources Management is prepared.
6. Effective policies and procedures for fare collection and handling are developed.
7. Functional systems and procedures for procurement of goods and services are developed.
8. Proper filing, documentation and reporting systems are established and maintained within the directorate.
9. A proper system of transfer and maintenance of skills and knowledge within the directorate is in place.
Minimum requirements:
1. A Master degree in Public Administration, Business Administration or any other related fields with 3 years of relevant experience. Or A Bachelor degree in the mentioned subjects with 4 years of relevant experience.
2. Written and spoken in Dari, Pashto and English languages.
3. Computer skills, MS office packages, such as Word, Excel and PowerPoint.
