Job Summary

The Deputy Director of Operations will work closely with the Director of Operations to oversee project office and residence operations and administrative systems. The Deputy Director of Operations will assist the Director of Operations in establishing and ensuring smooth implementation of strategic management policies, procedures, and systems in a manner consistent with the Chemonics’ and USAID values of professionalism and integrity. The Deputy Director of Operations will provide oversight of all administrative systems to ensure quality control of project administration.

Duties & Responsibilities

PRINCIPLE DUTIES AND RESPONSIBILITIES:

• Work closely with Director of Operations to develop and promulgate principles of business process design and their IT implementation that are understood and observed by all FAIDA team members.
• Coordinate with the directors of finance and of grants and subcontracts to ensure that consistent policies and procedures are understood by all team members and are implemented in an integrated fashion across all areas of operations and management.
• Assist technical and administrative staff to identify needs for technical and administrative assistance, assist in mobilizing such support, and monitor its provision.
• Facilitate the development and use of integrated tools and systems required for the planning, implementation, tracking, reporting and quality control of the project’s administrative and management systems, including procurement, logistics, facilities, HR, payroll, and other personnel systems for Afghan staff.
• Ensure that best practices are in use in the management, utilization, and capacity development of local professional and support personnel.
• Advise on personnel issues, including preparation of employment agreements and scopes of work, salary negotiation, periodic performance review, determination and administration of employee benefits, etc.
• Perform any other tasks as assigned by the Director of Operations or his designee.

Job Requirements

JOB QUALIFICATIONS:

• 5+ years of experience in operations management, experience in managing operations for USAID development projects preferred.
• Bachelor’s degree in business, economics, or a related field preferred, or equivalent experience.
• Demonstrated leadership and management ability and effectiveness in team-oriented work environments.
• Ability to work in a professional and cordial manner with fellow staff of multiple nationalities, implementing and cooperating partners, and relevant Government agencies
• Ability to work independently, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment
• Strong knowledge of USAID rules, regulations, and procedures
• Strong organizational and prioritization skills

REPORTING:

The Deputy Director of Operations and Management will report to the Director of Operations or his/her designee, and will work closely with the director of finance and the director of grants and subcontracts.

WORKING CONDITIONS/SPECIAL CONSIDERATIONS:

This assignment will take place in Afghanistan. Kabul will be the primary duty post, but the consultant may be required to travel to other cities or provinces within Afghanistan to complete this SOW. The employee may be required to wear protective clothing or equipment, and his/her freedom of movement will be restricted while in country.
