The Deputy Director, Technical and Operations for Millie Bus has the overall responsibility to direct and manage public transportation service planning and to improve mobility of the Kabul metropolitan area, to oversee, manage, and coordinate design and construction activities of new Millie Bus facilities, bus stops, parking, to oversee the functions and activities of bus and facilities maintenance at Millie Bus., and to oversee and direct the overall activities of Millie Bus’s bus service delivery.
Reporting Obligation:
The Deputy Director, Technical and Operations for Millie Bus will directly report to Director, Millie Bus.
1. Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his/her supervisor.
2. Directs the overall programs and activities of Millie Bus’s Service Planning and Engineering and Construction functions.
3. Directs the planning, development and implementation of transit services that meet the mobility needs of a large and growing population and that support the overall goals of the municipality and nation for enhancing social welfare, economic development, relieving traffic congestion and improving air quality.
4. Evaluates service levels on all existing routes and proposes adjustments to meet current needs.
5. Evaluates the need for new services and bus stops; develops plans and alternatives, and financial and funding recommendations.
6. Establishes the fare structure in coordination with the Director and Deputy Director of Administration and Finance.
7. Coordinates with local traffic authority to resolve on-going traffic congestion issues and Formulates and recommends policies and procedures for safe and efficient bus operations.
8. Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees.
9. Implements bus routes and schedules and monitors Millie Bus’s service on these routes.
10. Establishes and implements an Operational Performance Management System for recording and tracking such performance data as vehicle hours and miles, fuel consumption, number of passengers.
11. Provides direction and support to Millie Bus’s overall bus and facilities maintenance operations to ensure attainment of Millie Bus’s maintenance goals of high reliability, availability, and safety within stated budgetary limitations.
12. Oversees the hiring, training, and supervision of all Millie Bus maintenance employees.
13. Establishes a documented Millie Bus Vehicle Preventative Maintenance Program
14. Monitors spare parts and supply consumption and manages inventory to meet regular needs.
15. Conducts regular inspections of facilities to ensure acceptable facility conditions, and implements approved repairs and improvements necessary for safe and effective maintenance operations.
16. Implements procedures to safeguard all Millie Bus equipment, supplies and tooling against damage and theft and Ensures that sufficient equipment, supplies, and tooling are available to meet work requirements, and takes corrective action to address any deficiencies.
17. Ensures that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
Results expected:
1. An appropriate action plan is developed and implemented.
2. Effective and Functional Systems, Policies and Procedures are developed for safe and efficient operation of Millie Bus’s service delivery.
3. Proper Operational Performance Management System, Policies and Procedures Manual for Operations Personnel, Fare Collection Policies and Procedures, and an employee time tracking system are developed and implemented.
4. Effective Rout Planning for Kabul and other cities are developed and established.
5. A policy for inter-modal transfer from personal auto, private bus, bicycle and pedestrian to Millie Bus is developed.
6. A functional Maintenance department is established and a proper maintenance policy is prepared.
7. Vehicle Preventative Maintenance Program which defines processes and procedures for inspections, preventative maintenance, minor and major overhauls is developed and implemented.
8. Vehicle Maintenance Recordkeeping System is established and implemented to document all maintenance activity by vehicle.
9. Proper filing, documentation and reporting systems are established and maintained within the directorate.
10. A proper system of transfer and maintenance of skills and knowledge within the directorate is in place.
1. A Master degree in Engineering, or any other related fields with 3 years of relevant experience. Or A Bachelor degree in the mentioned subjects with 4 years of relevant experience.
2. Written and spoken in Dari, Pashto and English languages.
3. Computer skills, MS office packages, such as Word, Excel and PowerPoint.
