About AECOM/SIKA-East

Job Summary

Responsible for overall leadership and management of a SIKA Provincial Management Unit, a team of approximately 12 professional staff who will provide technical and management services to a number of District Support Units in the province. Technical responsibilities include, for example: urban and rural economic development, community and district public infrastructure, social services, and community development initiatives. Assists SIKA staff to develop and implement assistance strategies to improve services and implement high priority community development and infrastructure projects in districts and communities. Provides quality control over technical services and is responsible for cost control and contract compliance drawing on the support of other team members. The PMU Deputy Head will be responsible to represent Resource Development (IR2) at provincial level and identify and develop resources, and facilitate trainings on Service Provider Catalogue (SPC) to Local Stability Committee.

Duties & Responsibilities


Manage and assist Provincial Management Unit and District Liaison Officers in implementation of SIKA-East program particularly IR2 activities in related provinces.

Manage activities of Provincial Management Units (PMUs) to deliver intended outputs/targets within provinces.

Collect data for Service Providers Catalogue (SPC), implement SPC promotion and distribution strategy and organize SPC awareness training and workshops at provincial level.

Act as representative and focal point for IR2 in the province and ensure implementation of all IR2 work plan activities

Assist central office in preparation of provincial and district work plans.

Develop and implement monitoring and reporting system for Provincial Management Unit and District Liaison Officers.

Provide technical, operational, programmatic and administrative guidance to provincial- and district- level staff.

Supervise and monitor activities undertaken in a specific province.

Undertake any other task delegated by the SIKA-East Director or Deputy Chief of Party Program.
Common Duties:

Uphold the mission, values, and spirit of AECOM SIKA-East in coordinating the project and in interacting with all community members.

Follow and enforce all AECOM SIKA-East codes of conduct (worldwide and in-country), including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate AECOM SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all AECOM organizational policies, procedures, and guidelines (worldwide and in-country), including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate IRC authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


5+ years experience leading teams of development professionals providing technical assistance and capacity building services.

Team building and management skills are essential.

Excellent communication and reporting skills required.

5+ year’s relevant technical knowledge in one or more of the following: stability programs, rural and local economic development, provision of public services, community development, grants management, community, and regional infrastructure project management.

To be fluent in English, Dari & Pashto languages.

To be resident of (Paktya) and be able to travel within the province
