Scope of work:
The Deputy Project Manager is a member of the project Management team and is responsible for the technical aspects related to the implementation of the project. S/he is responsible for the overall quality of care, continuous quality development and all training programmes. S/he in close collaboration with Project Manager oversees planning, implementation, quality control, monitoring and supervision and ensures goals set in the work plan are met on time and according to available budget. In a supervisory role the Deputy Project Manager is responsible for the staff in the unit. S/he assists Project Manager in all affairs related to the Health sector and responsible for the smooth running of all Health activities in the province.
Main Responsibilities:
Organize the health facilities in the province according to general guidelines policies and framework of the MOPH/EU and SCA.
To assist project manager in ensuring quality of the health activities in the province through regular technical follow-ups and evaluations
To regularly supervise health facilities in Laghman BPHS and identify the implementation problems, weaknesses and strengths and, in consultation with the Project Manager, find appropriate and innovative solutions towards them
Assist project manager in developing various reports, work plan and budget.
To analyse and compile data and reports
To check the budget follow ups and give feedback to project manager, Finance unit ,Operations Department and HPMU
In absence of project manager, approve and attest expenses of the Health unit according to SCA Financial Regulations
To arrange technical meetings with staff to solve upcoming problems in the field
Responsible for quality control of the medical equipment and material purchased
Will help trainers/supervisors in providing curricula for the training
To regularly visit and supervise training centres, and clinics
Responsible for recruitment of health personnel for different training activities.
Collaborate with Provincial Health Directorate and other locally active agencies to co-ordinate the Health activities in the province through PHCC meetings and health sector meetings.
To assist the Health Supervisor/Trainer and MCH Officer for appropriate assessment, allocation of training sessions, curriculum development and implementation of training
Responsible for the inter-provincial relocation and re staffing of the Health Facilities from abundant to underserved areas
To enhance the professional and managerial skills of the technical staff at Provincial Health Unit
To check and submit monthly progress reports for all health activities project manager
To assist the project manager in budget preparations, follow up, revisions and to secure accountable practices according to financial regulations
Promotes good coordination with other SCA projects, all PO units and other department at KMO especially HPMU with regard to Project planning, budgeting and other related issues
To participate actively in ensuring broad understanding and acceptance by local communities of the Laghman BPHS project and SCA in general
To actively ensure community participation in Laghman BPHS project
To actively contribute to the successful development and good reputation of SCA
Keep updated with issues related to SCA and the environment where SCA operates
Promote an attitude of team spirit and a strong focus on quality
Do related job as delegated by the BPHS Project Manager
Develop good co-operation with SCA units, authorities, institutions and other NGOs
Any other tasks within the field of competency as the Project Manager assign
Qualifications & Requirements:
Graduated from recognised university as a Medical Doctor
At least five years experience in health management and preferably extensive time in a managerial position within a NGO or UN Organisation
Sufficient responsible experience in project planning and management
Strong communication skills (written and spoken) of Pashto, Dari & English
Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-Economic and educational background
Computer skills at operator level, especially with MS Office package
To have good supervisory, leadership, analytical and troubleshooting skills
Ability to take initiatives, and pursue work proactively without being intensively supervised

Ability to support colleagues and provide/receive constructive feedback
Solid knowledge of planning, budgeting and report writing
Familiar with design, evaluation and monitoring of health projects
Honest, active, innovative and punctual
Strong interest in the development of the health sector
Ability to work independently and under the stressful conditions. He/she must have good negotiation skills and willing to stay and Travel frequently inside the parts of Laghman
being an Afghan citizen
