The module objective of the water program is: "The institutional, organizational and legal frameworks for sustainable urban water management in Afghanistan have improved."
INT operates in four fields of action: (A) strengthen the analytical and planning capacity in the core institutions of the water sector, (B) the development of technical and organizational competence of the municipal water supply. The national companies of urban water management (Afghan Urban Water Supply and Sewerage Corporation, AUWSSC) is supported at both central and regional levels in its technical, commercial and organizational development to greater managerial and financial autonomy. To ensure the sustainable operation of the new pension systems the operator Staff is being trained. (C) With the creation of the technical and organizational capacity of urban sanitation, the Ministry of Urban Development Affairs (MUDA) as AUWSSC be promoted. Finally, with the (D) structure of a quality management system.
The Team leader is responsible for coordinating the activities of all the technical assistance personnel.
Responsible for carrying out the overall coordination and management of the assignment.
The DTL is responsible for the management and coordination of all experts, which includes administration, logistics and reporting, prior to each assignment and also afterwards.
The Team leader is responsible for planning and follow-up of project activities.
Responsible for planning and coordination of the inputs of all staff.
Responsible for technical oversight of the training and training materials.
He / she shall also be responsible for reviewing the institutional setup, organizational structure, processes and be an active expert for institutional/human resources development as well as coordinate the gap analysis and undertake the coordination of all necessary training measures.
Responsible for training of the participants.
Coordination with local authorities (Water supply departments and other related fields.
Coordination with Consultants and Employer.
Preparing work plan and implementing the works on time.
Work includes inspecting all aspects of water supply systems, to include piping in facilities, plumbing, and sewer system and water well installation.
Advises the installation on water reuse regulations and requirements related to the use of treated sewage effluent for irrigation.
Advises the installation on surface water flow and drainage issues, including review of designs and scoping, negotiating, and overseeing drainage studies.
Performs technical inspection of water supply systems, hydrologic studies, analyzes, computations, and related work in connection with flood control, environmental, and other water resources projects.
Responsible for general advisory tasks and team leading.
Conceptualization of the capacity building measure, management of the component, quality assurance.
Deputy TL, national trainer and tandem partner of the international deputy TL as well as international TL
Participate in the development of new curriculum in water supply section.
Attend conferences and meetings to promote program and mission to stakeholders
Responsible for updating reports and scheduling visits of the project progress.
Preparing the required reports such as monthly, quarterly, final …
Doing other tasks assigned by the office.
Bachelor’s degree in Water Supply Engineering and Master Degree is preferable.
Specialized and certified training in related field is preferred.
Having working experience with German agencies, AUSWCC and relevant educational institutes is preferred.
Experience in design of water networks/water supply.
Should be familiar with administrative and procurement procedures of donor agencies.
Experience working in cross-cultural environments.
Knowledge of organizational development.
Knowledge and understanding of training and mentoring programs governmental departments.
Strong leadership and management skills related to the project implementation: management of multi-disciplinary teams, sense of organization.
Experience in sector coordination or institutional capacity development (preferable)
The travel to the provinces will be as per need.
Expertise in the technical & didactical design of the training measure.
Must have extensive technical experience in the field of water supply.
Must have extensive experience & required qualification in the field of capacity building.
Must have the necessary social & cultural competencies, required for the assignment in Afghanistan.
A customer & partnership oriented approach and interdisciplinary thinking & training experts.
Must be fluent (speaking, writing skills] in English and Dari.
The consultant must ensure that is sufficiently qualified in capacity works or gains the knowledge prior to start of the assignment.
At least 8 years proven work experience in international development projects with a focus on water supply related schemes
Sound experience in master plans, studies, design and / or construction supervision of water supply projects
Ability to verify tender documents (calculations, drawings, specifications, etc.)
Ability to approve material submittals and as-built drawings
Distinct advisory and communication skills as well as report writing skills
Ability to work effectively in teams as well as being a self-starter personality
Mobility and ability to work under time-pressure
Must be a leader who seeks to identify and communicate potential problems and propose solutions to solve them.
Must be able to function effectively in a loosely structured but complex work environment that is constantly and rapidly changing as a result of project development in all sectors.
Computer literate including Words, Excel, Power point and E-Mail.
Must be patient, diplomatic, and professional.
Must have strong facilitation skills and work as a team player in problem solving.
Must have the flexibility to deal rapidly with numerous and often simultaneous problems which require a wide range of complexity and priorities
