The Director of the Competition Promotion and Consumer Protection Directorate (CPCPD) will shape and implement competition and consumer protection laws and improve the economic and market environment in Afghanistan.
To achieve this, he or she will manage the monitoring of business activities, using agreed indicators and measures, to ensure that economic transactions are carried out within the dictates set by the law. The Director will also liaise with Ministries and agencies to provide advice on the creation of strategic reserves of key products to ensure they are available and can be used in times of scarcity.
1. Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his/her supervisor (Minister or Deputy Minister).
2. Continue the development and implementation of a long term capacity building programme for the Directorate, coordinating with the relevant technical assistance attached to the CPCPD and monitor the performance of staff in the CPCPD.
3. Work with legal drafting specialists to develop the laws and regulations on both anti-competitive practices and consumer protection.
4. Develop a competition policy, consumer protection policy and outreach programmes to raise awareness of competition policy and of the protection of consumer rights.
5. Lead and manage the day to day operations of the whole Directorate, determining work priorities, ensuring deadlines are met, and developing strategies to ensure operational efficiency and effectiveness now and into the future.
6. Coordinate the development of norms and standards for consumer products and, subsequently, guide and manage the establishment of procedures to identify sub-standard products and services.
7. Manage a series of pilot investigations of credible allegations of anti-competitive behavior to be undertaken by the Fair Competition Department.
8. Manage and review the submission of reports on suspect market scenarios and suspect goods and services as delivered by the Fair Competition and Consumer Protection Departments.
9. Manage the monitoring of trends in the price and availability of essential goods and provide information to the government about potential crises so that measures to mitigate the impacts of those crises can be developed in advance.
10. Coordinate with the relevant Ministries, provincial and municipal authorities and private sector representatives so that the joint efforts contribute to the growth of competition and consumer protection.
11. Engage with the Divisional Deputy Minister and Policy and Strategy Unit (PSU) on mechanisms for monitoring and evaluation (M and E) to include data gathering, analysis and reporting, that meet the needs of the Division and the government.
12. Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.

1. An appropriate action plan is developed and implemented.
2. Proper reporting, analysis and briefing mechanisms are established.
3. An effective system of information flow and documentation is developed.
4. An appropriate and functional filing system is put in place.
5. Proper work processes are established within the department.
6. An effective internal and external coordination system is in place.
7. A proper system of transfer and maintenance of skills and knowledge within the directorate is in place.
Reporting obligations
The Director for Competition Promotion and Consumer Protection will report to the Deputy Minister for Private Sector and Industry Development.
– Minimum requirements
1. Master’s degree in Business Administration, Economics, Management Financial Administration, Law and Commerce, or any other related fields with 3 years of relevant experience. Or a Bachelor degree in the mentioned subjects with 5 years relevant experience.
2. Excellent Communication skills both written and verbal in Dari or Pashto and English languages.
3. Computer skills in MS. Office are required.

9. Must be reliable, honest, objective and hard working.
