The Director Public Relations will lead and manage the operations of the Public Relations Directorate to ensure that internal and external communication supports the strategic objectives of the Ministry of Mines.
1. Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his/her supervisor (Minister or Deputy Minister).
2. Lead the Public Relations Directorate to support the Minister and executive management to communicate the organizational vision within the Ministry and to the outside world through effective media relations, public relations, stakeholder management, internal communications, crisis communication, event management, and brand and content management.
3. Provide strategic advice to the Minister, top and senior management teams on the use of external and internal communication.
4. Assess current performance and capacity and define operational work plans with quantified, output-focused and demanding performance targets.
5. Develop and implement an organizational communication strategy supporting the delivery of the strategic objectives of the Ministry of Mines.
6. Develop and implement a proactive media relations strategy that gets across Ministry policies and messages and generates positive, balanced coverage of the development of Afghanistan’s mineral, hydrocarbon and groundwater resources.
7. Ensure that the Public Relations Directorate works closely with the Investment Promotion Directorate to support planning and implementation of investment promotion initiatives.
8. Oversee quality and timely provision of translation services across MoM.
9. Oversee the Directorate’s financial and procurement planning and reporting processes.
10. Oversee implementation of staff development and motivation strategies for the Directorate of Public Relations, ensuring that the necessary skills are available to the Ministry, and that appropriate staff professional development opportunities are made available.
11. Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
Expected Result:
1. An appropriate action plan is developed and implemented.
2. Understanding and support for the strategic objectives and goals of the Ministry of Mines put in place.
3. An appropriate system of developing and implementing of a proactive media relations strategy maintained.
4. Successful media relations, public relations, stakeholder management, internal communications, crisis communication, event management, and brand and content management preserved.
5. A proper system of transfer and maintenance of skills and knowledge within the directorate is in place.
Reporting Obligation:
The Director, Public Relations shall report to the Director General Policy and Promotion.
Qualifications and experience:
1. A Masters degree in Strategic Communication and Journalism or other relevant discipline with minimum 3 years of working experience at relevant fields or a bachelor degree in similar fields with 5 years of relevant experience.
2. Written and spoken English and written and spoken Dari or Pashto
3. Computer skills, competency with MS Office packages such as Word, Excel and PowerPoint
