a. Define clear action and medium term strategic plan for development of petroleum and gas in accordance with the vision and mission of MoMP.
b. Implement the laws and regulations of MoMP to achieve programs and objectives of the government.
c. Control exploitation and secure standard quality; implement petroleum section programs in accordance with relevant laws and terms of contracts.

d. Assess technical aspects of mine sites; assess and evaluate proposals for biding accordance with relevant law and regulations.
e. Prepare and implement effective plans for upstream and midstream sectors.
f. Collaborate closely with Deputy Minister (Policy), especially with Directorate of Legal Services and Directorate of Policy to ensure regulations and effective policies for hydrocarbons section are in place.
g. Effective management of petroleum reserves in accordance with petroleum field best practices and sound principles for environmental protection; approval of policy drafts and effective procedures in relation to payment of petroleum rights.
h. Assist with the ministerial committee in relation to granting of product sharing contracts.
i. Prepare plan for development of facilities for petroleum sector, and facilitate its implementation in an environmentally sound manner.
1. Specific Duties :
a. Ensure implementation of the law, regulations and product sharing contracts, issuance of licenses and permits in view of policies and procedures to develop petroleum.
b. Provide short term and long term procurements to the government and request for petroleum to Afghanistan and be aware of international petroleum industries.
c. manage, lead, monitor and identify budget requirements on the basis of annual work plan of the relevant unit to achieve defined objectives.
d. Be committed to petroleum industries and take responsibility for petroleum resources development in Afghanistan and assist directly with directorate of gas and petroleum survey in petroleum sector development.
e. Assist closely with directorates and agencies especially human resources directorate to develop capacity building programs and assess performances of relevant employees.
f. Control and monitor performances to ensure achievement of objectives and programs of the relevant unit and manage work volume and nature of the job of the subordinate units to distribute jobs and activities in accordance with organizational structure of the relevant sections.
g. Control and ensure financial assessment of petroleum contracts in accordance with the relevant contracts according to law.
h. Manage financial plan and make the inventory of all financial resources of directorates, departments to ensure accuracy in revenue collection and ordinary and development budget expenditure to ensure transparency and accountability.
2. Leadership:
Guide, lead, prepare and organize the petroleum sector:
a. Prepare clear guidelines for professional sections of petroleum authority to ensure conformity between all activities and procedures, and sector laws in coordination with defined standards and relevant programs.
b. Lead and assist with subordinate directorates to define issues on taking initiatives in preparing and organizing appropriate work plans.
a. Provide guidelines on preparation and publication of petroleum certificates as legal documents related to use of petroleum mines.
b. Conduct seminars with investors in petroleum sector in relation to their responsibilities.
3. Technical Support:
a. Provide technical support to private sector employees in order to render better performance, provide advice and technical ideas on strategic objectives of the Ministry in relation to production, control and provision of required tools and equipment.
b. Collect, monitor, analyze and prepare scientific research on status, location, capacity and technical problems of petroleum resources of Afghanistan, to provide accurate hydrocarbon information and protection from risks.
c. Collaborate with donor agencies in relation to development and implementation of supportive technical bilateral and multilateral projects.
4. Finance
Propose budgets and appropriate use of government resources, and ensure controlling practices in this regard.
5. Monitoring
Ensure Monitoring and assessment of how services are provided by government and private institutions for effective implementation of legislative requirements related to petroleum resources.
6. Coordination:
Prepare an effective mechanism for coordination of affairs with technical directorates of the ministry (General Directorate of Survey, General Directorate of Program Development, Directorate of Policy, Directorate of Legal Services, Directorate of Mines Inspection and Directorate of Administration of Finance).
7. Capacity Building:
Develop and implement appropriate capacity building programs for employees of the General Directorate, and implement necessary reforms for provision of better services, in accordance with specified terms of reference of Human Resources Directorate, coordinate mentioned programs with Human Resources Directorate.
8. Overall Activities:
Provide advice and ideas on transparent and effective activities, monitoring and management on the basis of the geographical information system, in accordance with national and international laws on petroleum resources, for utilization of petroleum reserves in the country.
1. Manage staff to ensure they are effectively recruited, motivated, developed and trained so that they carry out their responsibilities to the required standards.
2. Any other duties as required by higher authorities in accordance with laws, regulations and objectives of the Ministry.
Expected Results:
1. Implementation plan to implement mining law and other legislative requirements isin place.
2. Activities of the General Directorate in transfer of petroleum resources to private sector at national and international levels improved.
3. Develop and update survey maps of mining sites (Hydrocarbons) to provide more comprehensive overall information.
4. The process of assessment and seeking solutions for building the capacity of employees in technical services sections is improved on a sustainable basis.
5. Procedures for facilitating processes are streamlined.
6. Appropriate mechanism for management, agreement with donors and coordination of technical activities in terms of investment in petroleum section is in place.
7. A comprehensive plan for building the capacity of employees of the petroleum authority in in place.
8. A comprehensive strategic plan for activities of the general petroleum authority, along with relevant timelines, is in place.
9. An appropriate system for transfer of knowledge and skills and recruitment of professional employees of MoMP is in place.
10. An appropriate Reporting system is in place.
Reporting Obligation:
The occupant of this position shall report directly to the Minister of Mines and Petroleum on his/her performance.
The occupant of this position shall receive reports from the Directorate of Gas and Petroleum Contract Compliance, Directorate of Assessment of Petroleum Financial Contracts, Directorate of Technical Services, Departments of Petroleum Registry, Lead Inspector of Petroleum Contracts and his Secretary.
Candidates should have a Bachelor’s degree in the field of geology, mines extraction and survey of mines or hydrocarbons; a Master’s degree in relevant engineering fields are preferable
Required Experience
Bachelor’s degree holder should at least have 5 years of relevant work experience and higher degree holders should have at least 3 years of experience.
Other skills in (Communication, coordination, planning etc.)
Command of the Pashtu and Dari Languages.
Familiarity with the English language.
Skills in computer programs relevant to the job.
Candidates should be prepared to undertake business trips to other provinces and districts as required.
