Job Summary

OFFICE OF THE PRESIDENT

As a key institution within the centre of government, the Office of the President supports His Excellency the President in his capacity as head of state. This is done through the setting and implementation of broad policy objectives and supporting the presidency in making both formal and informal decisions. The provision of appropriate briefing materials for meetings and arranging the time of the President are both part of this function. Other aspects of the work of the Office include public relations, international relations, guiding reconstruction, finance, documentation, and general administration. Duties & Responsibilities

• Prepare Plan for all scheduled and anticipated tasks pertinent to the building construction/renovation and maintenance (routine/non-routine), horticultural, electricity and water supply related activities in coordination with the relevant sections

• Prepare schedule and proposals for the specific task based on the priority and work with the relevant sections for implementation within the stipulated time

• Oversee, evaluate and monitor progress of various projects under implementation and preparation, keeping track of progress reports including financial progress reporting and audit reports relating to projects under implementation;


• Maintain proper liaison with the ministries and organizations implementing various tasks in the President Office.

• Develop evaluation procedure to compare the action plan with the reforms and performed activities of the President Office.

• Provide leadership, guidance and coaching to the team members in the performance of their duties.

• Monitor and evaluate the performance of the team periodically and report progress to the Supervisor.

• Provide Policy advice on developing and implementing country strategy on infrastructures; and advices and support on developing engineering standards.

• Developing vision, strategy and policies for development, and maintenance of premises and facilities in the Presidential Palace and advise on the whole range of issues associated to engineering services for the OoP

• Review feasibility reports, preliminary and final engineering designs, technical specifications prepared by the consultants, and advise on project analyses, studies, evaluation, design, costing, to ensure appropriate technical quality in the projects;

• Provide leadership and advisory support in all phases of projects/programs, including problem solving on complex issues of implementation, aid coordination and resource mobilization, project and economic strategy;

• Preparing preliminary review of procurement documents and evaluation reports.

• Advise on matters related to procedures for monitoring the overall management and administration of the buildings and facilities, ensuring compliance with legal rules and regulations

• Provide advice to the Chief of Staff in developing long term and medium term strategies and plans relevant to the maintenance of buildings , properties and other assets, and advise on staffing requirements for the related projects;

• Advice on the preparation of the budget and payment issues related to the projects.

• Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve technical ability, motivation and confidence


Results expected

• Action plan implemented.

• Monitoring and evaluation reports of the projects exist.

• More effective coordination and communication with relevant ministries established.

• Evaluation and monitoring procedure established

• All advices on different issues properly document.

• Feasibility reports exist and documented


Reporting obligations

The Director of Maintenance and Rehabilitation shall report The Chief of Staff/Deputy Chief of Staff

Job Requirements

Minimum requirements

1. A Master degree in Civil Engineering, Construction Management with 5 years progressively responsible experience in construction management, facilities management or related area preferably in large government organization or Department;

2. A Bachelor degree in the mentioned subjects with 7 years of relevant experience.

3. Written and spoken in Dari, Pashto and English languages.

4. Computer skills, MS office packages, and Engendering software’s.

 Ability to translate general corporate strategies into time-bound strategic action plans and specific operational work plans and field activities.
 Strong ability to prioritize workload and meet simultaneous and competing deadlines.

 Ability to use Microsoft office applications and the internet
