The Director, Strategic Communication and Relations will lead and manage the operations of the Directorate. He/she is also responsible for ensuring that the Ministry’s own internal and external communications activities are implemented effectively.
• Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his supervisor (Minister or Deputy Minister);
• Manage all the activities related to the Directorate
• Provide leadership to the Strategic Communications and Public Relations team, taking responsibility for ensuring that the necessary skills are available to the Ministry, and that appropriate staff professional development opportunities are made available
• Take a lead role in the Ministry’s strategic communications planning process, including regular reporting to the Director-General (Policy) on performance in key result areas, on cyclical evaluation of overall performance against strategic objectives, and ensuring CN communications proposals put forward by the Directorate meet, support and contribute towards the Ministry’s strategic CN goals and objectives
• Ensure effective internal communications within the Ministry and authoritative communications of the Ministry’s mission and achievements to its key audiences in Afghanistan and internationally.
• Create public platforms for the Minister that enable him to articulate the GoA’s CN strategy, as well as its (and its partners’) activities and achievements
• Oversees directly the work of the two General Managers, the Web Manager, the Minister’s Press Officer, the Minister’s Speechwriter and the Head of Administration and Translation
• Sets professional standards of work and behavior
• Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
• Performs other relevant tasks assigned by the Director-General (Policy)
Result Expected:
• Action plan and work plan developed.
• Strategic Communications and Public Relations team leaded accordingly.
• Maintained an effective internal communications system within the Ministry
• The team activities managed accordingly.
Reporting Obligation:
The Director will report to the Director-General (Policy and Coordination).
Minimum requirements
1. A Masters degree in Communications, Journalism, Business Administration or Public Administration with 3 years of working experience in public relations and managerial positions at national or international organizations or a Bachelor degree in the mentioned subjects with 5 years of relevant experience;
2. Written and spoken in Dari, Pashto and English languages.
3. Computer skills, competency with MS Office packages such as Word, Excel and PowerPoint
