The Director,Transit and Trade Facilitation will lead the development of the policies, infrastructure and synergies needed to ensure efficient transit arrangements in Afghanistan and to facilitate international trade.
The work of the Director will focus on promoting effective management of non-physical barriers to trade and transit by assisting the Ministry with harmonisation of applicable laws and regulations, and simplification of administrative and commercial formalities, procedures and documents. The Director will also encourage the further development of private sector transit related services, particularly freight forwarding.
1. Within six weeks of joining he/she shall develop an action plan for revamping the system in accordance with rules and regulations for better quality services delivery and also a work plan in agreement with his/her supervisor (Minister or Deputy Minister).
2. Develop a policy to address land and airs based cargo issues and review the current national legislation and secondary legislation (government or ministerial directives) to identify discriminatory practices against transit traffic.
3. Establish private transit services, utilizing the improved physical infrastructure and regulatory systems and serve on the secretariat for the Afghan Trade and Transport Facilitation Committee (AFPRO)
4. Work with the International Trade Directorate to update and implement transit agreements, by negotiating the extension of Private Sector Transit services through the region.
5. Lead and manage the establishment of Border Transit Facilitation (BTF) Bureaus at each border entry to oversee cross-border traffic management
6. Manage the TTFD team in the introduction of a transit management system and oversight arrangements including ASYCUDA and Single Administration Document (SAD).
7. Establish a working group involving private industry for the purpose of identifying key issues for discussion during future transit agreements negotiations and overseeing implementation of agreements after signing.
8. Prepare for the accession of Afghanistan to the five remaining international conventions, recommended by ESCAP which provides a framework for rapid cross-border movements of goods and commercial vehicles.
9. Develop general principles and guidelines for negotiating and renegotiating bilateral transit agreements based on new approaches to promote cooperation between Afghanistan and its neighboring countries:
10. Develop initiatives that encourage public and private industry partnerships aimed at creating inland terminals or dry ports, freight and logistics centers.
11. Engage with the Divisional Deputy Minister and Policy and Strategy Unit (PSU) on mechanisms for monitoring and evaluation (M and E) to include data gathering, analysis and reporting, that meet the needs of the Division.
12. Ensure that he/she transfers knowledge and skills to other individuals and working teams in an effective regular manner in order to improve managerial ability, motivation and confidence.
Results expected
1. An appropriate action plan is developed and implemented.
2. Policy and strategy development managed.
3. Private transit services, utilizing the improved physical infrastructure established.
4. Establishment of Border Transit Facilitation (BTF) Bureaus at each border entry guided and controlled.
5. Proper reporting, analysis and briefing mechanisms are established.
6. Proper work processes are established within the department.
7. An effective internal and external coordination system is in place.
8. A proper system of transfer and maintenance of skills and knowledge within the directorate is in place.
Reporting obligations
The Director, Transit and Trade Facilitation will report to the Deputy Minister for Trade.
– Minimum requirements
1. Master’s degree in Business Administration, Economics, Management Trade and Commerce, or any other related fields with 3 years of relevant experience. Or a Bachelor degree in the mentioned subjects with 5 years relevant experience.
2. Excellent Communication skills both written and verbal in Dari or Pashto and English languages.
3. Computer skills in MS. Office are required.
