OSC/SIKA-East, Multi Location
The IR3 DMU Officer works under the supervision of the PMU Manager and is responsible for implementing IR3 program activities in his/her assigned field office.
The IR3 DMU Officer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.
The IR3 DMU Officer will undertake a wide range of communication-related tasks, including but not limited to those stipulated below:
Evaluate and assess District governments, District Entities, and District Entity communications capabilities and track records;
Train and mentor District Entity counterparts in intra-governmental communication, two-way dialogue, and community outreach;
Act as an “intermediary” between SIKA East staff located in Kabul and designated provincial soft;
Detailed responsibilities;
Develop and integrate communications and outreach strategies based upon start-up research and assessments, and guidance from the Capacity Building Advisor;
Improve the communication capabilities of individual District government employees through innovative training and mentorship programs;
Support District governments in implementing communications plans and targeted messages through a variety of media, including cell phone-based text and audio messages, radio programs, and print and visual media;
Regularly communication with SIKA East supervisors in provincial offices and Kabul;
Provide weekly correspondence to the SIKA East team in Kabul;
Coordinate all activities with the other District based SIKA East IRs; and
Occasional travel between Kabul, Province center and Key Terrain District (KTD).

Common Duties:
Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.
Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.
Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.
Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.
Perform other duties as requested by supervisor.
Bachelor\'s degree in a social science;
Held a similar communications/community outreach position for at least five years in Afghanistan;
Experience with various communications strategies and community outreach methods;
Experience with designing and implementing training programs and workshops;
Ability to present new, creative communications and community outreach strategies and plans as applicable for different stages of the project;
Past job experience on international development projects, especially USAID projects;
Superior verbal and written communications skills;
Demonstrated an ability to work both independently and in team settings; and
Written and oral proficiency in Pashto and Dari.
Held a similar communications/community outreach position for at least five years in Afghanistan;
