About Stability and Rural Development Program

Job Summary

The District Community Development Officer is responsible for assisting to identify and develop community development and infrastructure projects in districts and communities.

Duties & Responsibilities


Assist in developing and implementing a program of support to help district government to improve services to citizens, likely to include: rural economic development, community and district public infrastructure, social services, and community development initiatives.

Assist to develop and implement assistance strategies to improve services and implement high priority community development and infrastructure projects in districts and communities.

Assist communities and district government to identify and access services that may be obtained through existing GIRoA programs or ministries.

Maintain good working relationships with district and community leaders and stakeholders, including DDAs, CDCs, and shuras.

Participate in provincial and district workshops, meetings and discussions, including the stability analysis meetings and project development meetings.

Assist the CDO-Gender Specialist to identify gender-based initiatives in the communities.

Coordinate and support the development of project concept notes and provide input to the preparation of community and district development plans with input from stakeholders and other team members.

Assist the grants team with the identification and vetting of grantees, and facilitate the implementation of program activities in coordination with grantees.

Assist the grants unit to track and ensure timely reporting on sub-project status and deliverables.

Work with local stakeholders to ensure participation and commitment from communities and districts where projects will take place.

Contribute to activity reports, supply input for project databases, and contribute to results reporting including the identification and preparation of success stories.

Provide training and capacity building to district entities and grantees as needed.

Perform other duties as assigned by supervisor.

Understand and enforce the Program’s policy of zero tolerance for fraud and corruption.

Job Requirements


High school diploma , Bachelor’s Degree preferred.

3+ years of experience in community development planning, community mobilization, participatory identification and design of community and infrastructure improvement projects.

3+ years of experience in the development of grant-funded community improvement projects.

Experience managing and monitoring community and infrastructure improvement projects.

Experience developing and delivering training and capacity building is preferred.

Knowledge of, and experience working with government service providers, ministries and NGOs is preferred.

Past job experience on international development projects, especially USAID projects.

Strong verbal and written communications skills.

Demonstrated ability to work both independently and in team settings.

Written and verbal proficiency in English and Pashto required.

Residents of Zabul, Hilmand, Kandahar or Uruzgan provinces strongly preferred.
