AECOM/SIKA-East, Multi Location
SIKA-E’s IR4 component includes Community Development (CD), Engineering Support Group (ESG), and Grants/Subcontracts Compliance Unit (GSCU). In close coordination across all IR4 sections, the Community Development Officer–District is accountable for achieving IR4’s objective to assist district entities to gain ca-pacity to plan, design, implement, and monitor projects and improve basic service delivery. He/she will be based in the designated SIKA-East district to execute programming, with occasional required travel to other target areas and Kabul.
The Community Development Officer–District will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity build-ing and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal profes-sional goals, in line with the overarching programmatic goals.
The Community Development Officer–District will undertake a wide range of programmatic support tasks, in-cluding but not limited to those stipulated below:
Assist to manage auxiliary field teams. Promote composition of auxiliary teams that appropriately reflects local demographics and facilitates optimal implementation across area populations.
Execute work within scope, on schedule, and per SIKA-EAST quality standards.
Develop and maintain program files.
Collect and submit data linked to the SIKA-EAST Performance Management Plan and IR4 work plan on weekly, monthly, quarterly, annual, or other basis as may be required.
Technical Assistance
Lead local implementation of IR4 Community Development assistance to strengthen district entity institutional/organizational capacity and improve service delivery. In coordination with government partners, IR4 sections, and other SIKA-East units, this includes delivering training for staff/district entities and facilitating IR4 community development activities including but not limited to stakeholder mapping and networking, stability project planning, project-cycle management, and process and project evaluation.
Relationships, Coordination, & Representation
Cultivate and sustain close working relations with broad network of government partners, district entities, other stakeholders, and area organizations, seeking opportunities for participation and cooperation.
Coordinate SIKA-EAST activities with government partners, district entities, and internal program units.
Maintain an internal/external environment that promotes teamwork, trust, and mutual respect and em-powers staff, partners, and stakeholders to take responsibility and show initiative.
Participate in internal/external meetings and events.
Common Duties
Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.
Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Ex-ploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East au-thority, and participate in preventative initiatives.
Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appro-priate SIKA authority.
Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.
Perform other duties as requested by supervisor.
Districts residents strongly preferred, with good local reputation and broad network of relationships
3+ years of program or equivalent practical experience with participatory decision-making, planning, pro-curement, and/or project-cycle management in complex, unstable environments (preferably NSP, NABDP, ASOP or similar)
Experiencing interacting with local government, traditional civil society groups, and community members
Ability to strengthen capacity of formal/informal institutions and indigenous populations with limited schooling
Experience leading grassroots organizing and conflict management in rural areas, including consensus building across ideological, ethnic, religious, gender, or other perceived divisions
Proven organizational, analytic, negotiation, and problem-solving skills
Excellent diplomatic and verbal/written communication skills; fluency in Dari/Pashtu
Experience using Microsoft Office and general computer literacy or willingness/ability to learn
Districts residents strongly preferred, with good local reputation and broad network of relationships
