Ministry of Education MoE is the imperative Ministry in the Governmental frame of the Islamic Republic of Afghanistan, which aims to provide quality and equity Education for all Afghans on the base of approvable laws and regulation of Afghanistan. Through the grant from Government of Japan, UNESCO launched “Enhancement of Literacy in Afghanistan (ELA)†project in March 2008 in cooperation with the Ministry of Education, in which 9 Provincial Literacy Centre (PLC) and 67 District Literacy Centre (DLC) will be established and literacy programs will be delivered to 300,000 adult illiterates within 9 provinces for 3 years
1. To coordinate overall management responsibility of the DLC.
2. To oversee the activities of the staffs of the DLC.
3. To prepare district operational plan of the project in line with the project work plan.
4. To supervise and monitor the progress and performances of the project at the district level.
5. To provide technical support to the staffs of DLC.
6. To review the work plan, budget and ensure implementation as per plan.
7. To organize regular coordination meeting, meetings with other stakeholders and share information and experiences.
8. To conduct regular field visit, community meeting.
9. To ensure that progress and financial reports are prepared on time, and send to DLC.
10. To provide support to staff members visiting fields from Central Project Office.
11. To maintain liaison and linkage with GO/NGO and other stakeholders within the district.
12. To maintain regular communication and information support to PLC.
13. Any other activities as assigned by the Coordination, Operation Unit.
Competencies:
1. Understanding of development programs with special focus on education program.
2. Familiarity with project cycle management.
3. Understanding of human resources management.
4. Team facilitator and mentor.
5. Conformity working with groups of poor, marginalized and socially excluded people.
6. Sensitive to local and national development.
7. Innovation mindset, accommodative and aware of cultural, socio-economic, political situation of the province
University degree in Education, Social and Human Sciences or related field with specialization in non-formal education.
2. Good English writing and speaking knowledge, and capability to operate computer.
3. Fluency in the two main Afghan languages, Pashto and Dari (writing, speaking and comprehension.
4. At least 1 years of work experience in the field of literacy.
5. Ability to work with multiple stakeholders.
6. Effective communication and writing skills.
7. Ability to work both independently and as an effective team member.
8. Good communication skill and adaptable behavior
