The District Field Services officer will be based in district level and will be responsible for tracking all field travels involving SIKA-East staff. He/She is also responsible for coordinating with Senior Security Officer and Security Officer on field reports and travel reports including assisting the Senior Security Officer on providing security training for staff traveling to the field.

The District Field Services Officer will also establish strong links with provincial and district level authorities (ANP, ANA, NDS) to ensure they are fully apprised of the current security atmospherics in their area of operations. Coordinate closely with district level authorities on all SIKA events being held to ensure appropriate levels of security for SIKA East staff whether at the office, at local training events, or other program related events.

The District Field Services Officer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

The District Field Services Officer will undertake a wide range of programmatic support tasks, including but not limited to those stipulated below:

Duties & Responsibilities


Responsible for conducting Security Risk Assessment of PMU (Provincial Management Unit) /DSU (District Support Unit) office in field (provinces and Districts) and recommends steps to achieve secure working environment for staff.

Provide security training for field staff on office security procedures, emergency drills and access control procedures based on the threat assessment of the area.

Establish points of contact in the areas of responsibility of PMU’s/DSU’s with local authorities/ANP/ security focal points.

Communicate relevant threat information to field staff and Kabul Security department which can impact programmatic activities in the field and seek advice from Kabul Security Department on solutions to threats.

Ensure staff compliance with all SIKA East security procedures for office security, travel security and information security.

Look for challenges the PMU/DSU staff have and find solutions to help the PMU/DSU staff members to take the program activities forward, report any issues/problems to Kabul Security Department.

Ensure the security policies and procedure are followed and all staff members working in the field office are walked through the procedures.

Ensure that the staff members are following proper travel security procedures while traveling to/from the field and prepare security briefing to staff members prior to travel.

Ensure the security personal/chowkidars are following the security procedures and access control policies.

Report any security related issues involving operations/personal to the Security Officer in Kabul office.

Produce daily and weekly security reports/overview of the area of responsibility and send to Security Department.

Common Duties:

Uphold the mission, values, and spirit of AECOM SIKA-East in coordinating the project and in interacting with all community members.

Follow and enforce all AECOM SIKA-East codes of conduct (worldwide and in-country), including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate AECOM SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all AECOM organizational policies, procedures, and guidelines (worldwide and in-country), including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate IRC authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


Completion of High School degree is required.

From 1-3 years of experience in the field of security management.

Good analysis skill of the field security issues is required.

Good command of English both verbal and written is required.

Fluent in Dari and Pashto both verbal and written is required.

Should have very good initiative and should be able to work with minimum supervision.

Computing skills (Ms Office package and use of internet) is essential.

Honest and trustworthy.

Team player, capacity builder, flexible in working hours.

Self starter, initiative and perform with little supervision.

Good analysis skill of the field security issues is required.

Note: The actual salary of the successful candidate will be negotiated within the grade 6, 7 pay band, depending on qualifications and previous salary history. It is unlikely that an individual will be selected who does not already have the prior training and experience to fully perform at the grade 6,7 level, or who in some other way does not fully meet all requirements for the position. However, should such an individual be offered a position, the offered salary may be at less than the minimum salary in the grade 6, 7 pay band.
