Job Summary

The District M&E Officer works under the supervision of the Provincial M&E Officer and is responsible for ensuring that the SIKA M&E mandate is fully incorporated into the SIKA-East program. The District M&E Officer will be the focal point between SIKA-East and the primary partners and stakeholders to ensure M&E is mainstreamed in all aspects of the program.

The District M&E Officer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

The District M&E Officer will undertake a wide range of M&E-related tasks, including but not limited to those stipulated below:

Duties & Responsibilities


Under the direct supervision of the Provincial Monitoring and Evaluation Officer, undertake the overall monitoring of IRs activities at the SIKA-East districts including:

Contribute to the implementation of SIKA-East’s M&E system.

Oversee and report on project implementation for progress payments, progress against indicator targets and impact.

Collect data using pre-designed templates for SIKA-East results measurement, as outlined on the PMP indicator reference sheets Participate in all SIKA-East relevant data verification of PMP indicators.

Undertake field visits to project sites to monitor and report on the implementation of project activities for progress payments.

Monitor regularly project activities and data collection of different aspects of IR implementation using M&E data collection forms.

Record accurate and detailed data, and complete observation notes during monitoring visits, and ensure that findings are reported in a timely manner.

Coordinate and collaborate with district manager and SIKA-East staff in the field.

Consolidate collected data and enter it into the SIKA-East online M&E database at the district level.

Maintain a comprehensive and well-organized backup filling system (both hard and digital filing system) for SIKA-East M&E activities.

Assist in the preparation of monthly and quarterly analytical M&E reports (both qualitative and quantitative).

Willingness to travel from one district to another when required for SIKA-East project activities at the district level.

Take photos and record GPS coordinates of project sites for use in project reports, if applicable.

Carry out surveys and focus groups at the district level, as needed.

Common Duties:

Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.

Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


High school graduate.

At least 3 year professional experience working in a similar, M&E position for an NGO or an international organization is preferred. USAID-funded project experience is preferable but not required.

Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment.

Must be flexible, willing to perform other duties and work irregular hours.

Ability to communicate effectively, and be organized and articulate.

Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.

Excellent language proficiency in spoken and written Dari, Pashto, and English.

Strong computer skills, particularly with Microsoft Office and the Internet

Good knowledge of reporting and record keeping and strong writing skills

Candidates should be self-disciplined and motivated critical thinkers who are willing to work under pressure to meet deadlines.

Knowledge and experience of M&E tools, methodologies and approaches (including data collection both quantitative, qualitative as well as participatory);

Strong experiences in planning and implementing activities preferred

Ability to write qualitative and quantitative reports

Excellent analytically and interpersonal skills

Excellent computer and communication skills
