NUMBER OF POSITION(S): Five Positions.

The District M&E Officer works under the supervision of the District Management Unit Manager and is responsible for ensuring that the SIKA M&E mandate is fully incorporated into the SIKA-East program. The District M&E Officer will be the focal point between SIKA-East and the primary partners and stakeholders to ensure M&E is mainstreamed in all aspects of the program.

The District M&E Officer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

The District M&E Officer will undertake a wide range of M&E-related tasks, including but not limited to those stipulated below:

Duties & Responsibilities

The District M&E Officer is under the direct supervision of the relevant District Support Unit (DSU) Team Leader. The District M&E Officer is under technical support supervision from the relevant Provincial M&E Officer and the relevant Kabul M&E Officer. The District M&E Officer should live in the relevant district and have good knowledge of the governance structures in the district as well as be familiar with the traditional leaders and other elders in the said district.
The District M&E Officer undertakes the overall monitoring of program implementation activities including:

Contribute to the implementation of the SIKA-East M&E system.

Assist with the coordination of training sessions, as required by the DSU Team Leader and/or PMU Manager.

Collect data using pre-designed data collection tools for SIKA-East results measurement, as outlined in the performance indicator reference sheets (PIRS).

Verify SIKA-East data for the SIKA-East PMP indicators.

Consolidate collected data and verify data as it is collected before being captured into the SIKA-East web-based database at the district level.

Coordinate and collaborate with the DSU Team Leader and all other SIKA-East field staff.

Maintain a comprehensive and well-organized backup filing system (both hard and e-version systems) for SIKA-East M&E activities.

Assist in the preparation of weekly and monthly M&E reports (both qualitative and quantitative).

Willing to travel from one district to another when required for SIKA-East project activities at the district level.

Take photos and record GPS coordinates of project sites for use in project reports, as required.

Carry out various surveys at the district level, as requested by the Kabul M&E Office (MELG) and supported by the relevant PMU Manager.

Oversee and complete regular field visits to project sites to monitor and report on the implementation of project activities for milestone payments, progress against indicator targets and impact.

Record accurate, detailed data and complete observation notes during monitoring visits, and ensure that findings are reported in a timely manner.

Provide any ad-hoc reports, as requested by the Kabul Office, in a timely manner.

Common Duties

Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.

Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


Must be from the same district where the position is announced for.

Completion of secondary school is required. Bachelor’s degree in Social Science, Applied Science, Liberal Arts or other related fields is preferred.

From 1 to 4 years of progressively responsible professional experience working in M&E or similar positions is required. Experience of working in an NGO, international organization or USAID-funded project is preferred.

Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment.

Must be flexible, willing to travel within the district and perform other duties and work irregular hours.

Ability to communicate effectively, and be organized and articulate.

Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.

Excellent language proficiency in spoken and written Dari and Pashto.

Fluent (level 4) or at least good working knowledge (level 3) of English is required.

Strong computer skills, particularly with Microsoft Office and the Internet

Good knowledge of reporting and record-keeping as well as sound qualitative and quantitative report writing skills are required.

Candidates should be self-disciplined and motivated critical thinkers who are willing to work under pressure to meet deadlines.

Knowledge and experience of M&E tools, methodologies and approaches (including data collection both quantitative and qualitative as well as participatory) is required.

Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.

Note: The actual salary of the successful candidate will be negotiated within the grade 7, 8 pay band, depending on qualifications and previous salary history. It is unlikely that an individual will be selected who does not already have the prior training and experience to fully perform at the grade 7,8 level, or who in some other way does not fully meet all requirements for the position. However, should such an individual be offered a position, the offered salary may be at less than the minimum salary in the grade 7, 8 pay band.
