Job Summary

The District Security Officer will be traveling to the Southern provinces and districts offices for conducting Security Risk Assessment (SRAs). In addition, the District Security Officer will suggest better ways for mitigating the risk to our staff members operating the targeted districts.
The District Security Officer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

Duties & Responsibilities

The District Security Officer will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The District Security Officer will undertake a wide range of programmatic support tasks, including but not limited to those stipulated below:
Assists the expatriate Security Director and local national Security Manager to assure the safety and security of program personnel and property (static and mobile).
Responsible for conducting Security Risk Assessment of PMU (Provincial Management Unit) /DSU (District Support Unit) office in field (provinces and Districts) and recommends steps to achieve secure working environment for staff.

Assists the Security Manager in producing procedures for field offices based on the threat assessment of the area.

Assists the Security Manager in providing security training for field staff on office procedures, emergency drills and access control procedures.

Establish points of contact in the areas of responsibility of PMU’s/DSU’s with local authorities/ANP/ security focal points.

Look for challenges the PMU/DSU staff have and find solutions to help the PMU/DSU staff members to take the program activities forward, report any issues/problems to Security Manager.

Actively monitors risks, alerts senior managers to risks and recommends measures to mitigate risks;

Initiates Security trainings for local national staff members on all procedures and emergency drills under the supervision of the Senior Security Officer.

Job Requirements

Must have relevant, police, military or private security experience in Afghanistan
Must have an extensive network of contacts within ministries and law enforcement community of Afghanistan.
Must have strong communication and inter personal relationship skills (written & verbal)
To have knowledge of English, and fluency in local languages as Pashto and Dari
To be able to travel to the provinces
Computer knowledge in MS office
Prefer at least 3 years of experience in security field
Must be able to be able to produce report independently
