WORK SCHEDULE: 8 hours a day in accordance with the province schedule and SIKA-East policy
SALARY RANGE: 10,000 Afghanis base salary in accordance with the pay scale of the civil servant of the Government of Islamic Republic of Afghanistan (GIRoA) and the GIRoA salary policy

The Social Worker is responsible for assisting and guiding the CDCs and DDAs to implement community development activities in the village and district levels. The Social Worker is part of a gender-balanced pair and must work closely with his/her counterpart, maintaining full communication and coordination activities related to the community driven development. The position serves as a critical link between communities, programs and MRRDs stakeholders.
The Social Workers are main CLDD operations implementation staff in the local level. Presently the CLDD is continuing the process of the SWs recruitment to have two of them in each district.
The position requires deep understanding of the participatory approach, leadership capabilities, meeting, training and social events facilitation and data collection experience and skills.
Overall goal of the Social Workers position is to enhance the CLDD national capacity to implement its regulatory, coordination and facilitation functions in the local level, operate effectively, provide increased support and empower rural communities through working with the CDCs and DDAs. (DDA includes DDA+ as PRRD-affiliated body.)
District Social Workers will be technically supervised by the Social Development Unit (SDU) of PRRD; Administrative supervision will be provided by the District Management Support Unit Manager at SIKA-East.
Participate in coordination and implementation of the development activities in community and district levels in cooperation with MRRDs programmes and projects;
Establish close cooperation with all programmes, projects, development agencies, government structures, international and local NGOs willing to work in respective district and villages, particularly with the organisations ready to assist in local development plans implementation;
Assist in organization and conducting trainings, workshops and other CDCs and DDAs capacity building activities;
Meet regularly with local councils, be aware of their challenges and issues and provide assistance to address the problems;
Participate in the CDCs, Community Clusters, DDAs and other meetings, particularly in problematic Shuras, to have full information and provide assistance in exploring the possible solutions;
Collect and submit a necessary information related to the activities of the CDCs and DDAs based on the request of PRRD and CLDD;
Collect other type of information for the research, survey, general analysis and other purposes (poverty, livelihoods, agriculture, education, health and others);
Participate in conducting the social surveys;
Provide assistance in conducting monitoring and evaluation of the community projects and other Shuras activities;
Facilitate the CDCs and DDAs regular management and coordination meetings to discuss common issues, together find solutions, share experience, best practices and lessons learned;
Raise awareness and disseminate information among CDCs and DDAs;
Assist groups to resource local priorities.
Prepare regular reports with emphasis on the activities implemented results/outcomes and timely their submission to the PRRD and CLDD.
Ensure women participation in all stabilization and rural development activities at the community level based on MRRD Gender Policy.
Deliverables:
SIKA-East trainings delivered (Program Implementation Cycle)
Stability Analysis Methodology delivery skills developed
District data collected (local profile, stakeholders, projects)
Project performance reports provided
The above deliverables are due in synchronization with SIKA-East’s specific district implementation schedule.
Common Duties
Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all community members.
Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.
Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.
Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.
Perform other duties as requested by supervisor.
High school graduate certificate is required.
Minimum two (2) years of work experience in the field of social and development.
Data collection and report writing skills are required.
Community mobilization and conflicts resolution skills are required.
Interpersonal and communication skills with rural communities are required.
Good knowledge, skills and attitude in community mobilization are required.
Applicants’ maximum age should be under 65 according to the Afghanistan Labor Law. Younger generation is strongly encouraged to apply.
The candidate must be from the relevant district. S/he must be able and willing to travel and work throughout the district and travel to provincial office, if needed.
