Job Summary

The DSU (District Support Unit) team leader will be based in Jalrez District, Wardak province with frequent travel to the province and villages within the district. He will primarily be responsible for facilitating SIKA East program in the focused district and (possibly other districts) within the province. The District Team Leader will mainly focus on Promotion of Stability and will assist the District RRD (Rural Rehabilitation Development) representative and district entities in program planning, project design, implementation and monitoring of projects. S/He will also build and maintain close working relationship with relevant District Entities, such as RRD, DDA (District Development Assembly), CDCs (Community Development Council), District Government Offices, etc., and act as the main SIKA East point of contact for district level interventions.
The District Team Leader will receive an annual Training and Enrichment Plan (TEP) with quarterly assessments of assistance and progress from his/her supervisor outlining the types of capacity building and mentoring the employee will receive from the supervisor during the year. The TEP is to be given to the employee for his/her review, allowing for collaborative revisions based on the employee’s personal professional goals, in line with the overarching programmatic goals.

The District Team Leader will report to the Program Support Unit (PSU) Director technically and administratively will report to the Provincial Management Unit (PMU) Manager. The District Team Leader will undertake a wide range of Program Support Unit tasks, including but not limited to those stipulated below:

Duties & Responsibilities


Manage the district team in close consultation and coordination with the PMU (Provincial Management Unit) head.

Help facilitate SIKA-East entry into the target district.

Maintain constructive relationships with relevant District Entities and the community.

Work closely with the DSU team based in the district, coordinate with stability officers, and organize and facilitate stabilization work sessions for District Entities based on the District Stability Framework (DSF) methodology to assist them in identifying root causes of instability in their area and plan solutions and activities to address them.

Work closely and coordinate all SIKA-East activities with relevant RRD (Rural Rehabilitation Development) officials.

Mentor DSU staff, RRD (Rural Rehabilitation Development) officials, and other District Entities, as necessary, in stabilization methodology.

Coordinate, as necessary, with GIRoA (Government of Islamic Republic of Afghanistan) officials.

Mentor/Guide DE (District Entities) in project selection and/or project reviews and rationale for stability impact.

Act as focal point for for all of the SIKA-East activity at the district level and ensure implementation of all work plan activities.

Undertake any other task delegated by the PMU head and Program Support Unit Director.

Common Duties


Uphold the mission, values, and spirit of SIKA-East in coordinating the program and in interacting with all the community members.

Follow and enforce all SIKA-East codes of conduct, including but not limited to the Sexual Abuse and Exploitation Code of Conduct and Drug and Alcohol Policy. Report any violations to appropriate SIKA-East authority, and participate in preventative initiatives.

Follow and enforce all SIKA organizational policies, procedures, and guidelines including but not limited to personnel, security, communications, finance, procurement, and logistics. Report any violations to appropriate SIKA authority.

Actively seek opportunities that will complement ability to fulfill position’s responsibilities as well as further professional development, such as taking part in internal and external trainings and participating on relevant advisory boards.

Perform other duties as requested by supervisor.

Job Requirements


Team leader should be from Jalrez District, Wardak province and be able to travel within the province and its districts.

Completion of secondary school is required. University degree in Public Administration, Public Policy, and other types of social sciences as well as applied science is desirable.

From one to five years of progressively responsible experience in management, administration and/or facilitation is required.

Experience of working in NGOs, multi and bilateral donors, and/or USAID funded projects is highly desirable.

Must be capable of working both individually and as part of a team to undertake tasks in a fast-paced environment.

Must be flexible and willing to perform other duties; work irregular hours, if possible.

Ability to communicate effectively.

Excellent interpersonal skills, including patience, diplomacy, willingness to listen to and respect colleagues.

Good computer skills, particularly with Microsoft Office and the Internet are required.

Good knowledge of working with CDC (Community Development Council), DDAs (District Development Assembly) and other district entities is required.

Good knowledge of reporting and record keeping as well as good writing skills are required.

Candidates should be self-disciplined and motivated critical thinkers who are willing to work irregular hours and under pressure to meet deadlines.

Note: The actual salary of the successful candidate will be negotiated within the grade 7-8-9 Junior Mid and senior level pay band, depending on qualifications and previous salary history. It is unlikely that an individual will be selected who does not already have the prior training and experience to fully perform at the grade 9 level, or who in some other way does not fully meet all requirements for the position. However, should such an individual be offered a position, the offered salary may be at less than the minimum salary in the grade 7 pay band
