Stability and Rural Development Program, Multi Location
Responsible for managing a program of technical and material assistance provided to district entities. Manages a team of approximately 8 local staff who assist district government entities. Assesses needs and identifies opportunities to help district entities to improve stability, economic development and service delivery in the district. Follows guidance and procedures established by the central and provincial teams. Maintains excellent relations with counterpart district entities and donor/GIROA/ISAF entities working in the region. Accesses program resources (experts, training, funding) to implement a district action plan or equivalent.
Understand all aspects of the Program design, goals and objectives, Work Plan, Performance
Monitoring Plan, organization chart and work methods.
Understand and implement the Program’s supporting relationship to GIRoA: collaborate closely with PRRD staff and form a working team with the PRRD Social Affairs Officers; assure that GIRoA entities including district entities are at the forefront of program implementation; enable district entities, provincial entities and other GIRoA entities to fulfill their mandates.
Assist the team to develop and implement a technical approach that is adapted to the characteristics of the District.
Assist to recruit personnel to staff up the District Team following established recruiting and hiring procedures.
Develop a district work plan or action plan to achieve the program objectives, in consultation
with other staff and with USAID and GIRoA counterparts. The work plan or action plan is expected to include: assessment of needs and opportunities; technical assistance to district entities (DDAs, CDCs and CDC clusters, ASOP Councils and other shuras); training and capacity building for district entities; support for communications and outreach activities; supports project identification, preparation and implementation by CDCs, DDAs and SAOs; use of grants and technical assistance to help district entities implement projects; monitoring and evaluation; and, reporting.
Manage assigned resources, personnel and relationships to implement the work plan and achieve the desired results on a timely basis and within resource constraints; and, coordinate activities to avoid scheduling conflicts.
Support PRRD in establishing and maintaining relationships with key counterparts in the District, including DDA, CDCs, and the District Governor’s office.
Report on progress, results and challenges following established procedures and schedules.
Monitor and manage risks that may prevent the program from achieving desired results; report risks and problems to senior management; recommend and implement measures to prevent or remedy implementation problems.
Proactively identify activities, procedures and measures to improve the performance of the program.
Provide day-to-day supervision of personnel, logistics and financial management for the activities of the district team; and supervise activities in the district office and in the field.
Collaborate with the Capacity Building Team to assess training needs of the District Team.
Develop capacity building activities to strengthen the performance of the Team as needed.
Work with the Capacity Building and HR teams to implement training for all staff on
conflict of interest, anti-fraud and anti-corruption policies.
Understand and enforce the Program’s policy of zero tolerance for fraud and corruption.
University degree in a relevant field.
At least 5 years of relevant experience implementing development projects for GIRoA or donors. USAID project experience is highly preferred.
Knowledge of MRRD, NSP, and NABDP procedures highly preferred.
Resident of Nad Ali district of Hilmand province is strongly preferred. It will be necessary for the staff member to reside and work in the target district during program implementation.
Experience working in the target district, knowledge of district development plans and priorities, working relationships with informal and government leaders in the target district are highly preferred.
Strong verbal and written communication skills in English and Pashto.
Demonstrated ability to manage a team of professional and support staff implementing community or district development programs.
Technical experience in one or more of the following, or related experience: community development, rural development, stabilization, economic development, service delivery, public infrastructure and facilities, capacity building, communication and outreach.
Proven experience in one or more of: community development, project management, public participation, communications and outreach. Experience managing or delivering training is an advantage. Experience developing grant- funded projects is an advantage. Experience working with donor organizations or international NGOs is an advantage.
