Save the Children, Multi Location
The main purpose of this position is to provide an overall technical support and guidance in the development of Save the Children’s education program, with a focus on improving access, quality and demand in the area of basic education, early childhood development and school health. The Manager education will also engage in debates and developments regarding the needs of children living in conflict and advocate for satisfactory responses to their educational requirements, in times of emergency and development.
• Mobilize internal and external capacity building opportunities and resources to ensure technical knowledge management within the education team and provision of high quality technical assistance to program implementation team.
• Ensure relevant capacity building opportunities for education implementation team. This may include facilitation of workshops or the arrangement of external facilitators to visit the field. Help conduct good quality education workshops and ensure that important issues arising from all workshops are documented and reflected and addressed within the project and in new proposals to donors.
• Initiate program learning across all education projects with a focus on identifying best practices; creating evidence for advocacy; and promoting coherence among all education programs and cross sectoral linkages.
• Continue to investigate gender imbalances in education service provision and design specific initiatives in addition current interventions aimed at increasing enrolment and improving retention of girls in school and increasing number of female teachers in schools.
• Be proactively engaged in the integration of policy and advocacy initiatives in education including partner and staff capacity building. Lead Save the Children’s Education Advocacy efforts in Afghanistan – Better Education, Better Future campaign.
• Work closely with Senior Program Manager Research and Innovation to implement operation research and/or innovative strategy.
• Assist in the development of Design, Monitoring and Evaluation tools and methods and establish an effective M and E system and guide implementation team to use these tools and methods.
• Build the capacity of education team to ensure that they support implementation team to make informed management decisions using M and E data to maximize use of resources for positive and sustainable outcomes for children.
• Work closely with the other relevant team members in implementing all aspects of the education project, as well as the Save the Children Global Challenge Coordinator to achieve alliance Global Challenge for Education objectives under access, quality, protection and financing in education.
• Strengthen the links between Education and Child Protection in implementation of all activities and share experience in wider forums including education coordination forums.
• Develop education proposals with Save the Children team in Afghanistan and contribute to proposal development as part of the Global Challenge for Education. Ensure that learning from the field and identified gaps are incorporated into all proposals.
• Engage and advise in the development of organization’s five years strategic plan and be proactively engaged in reviewing and updating education program strategy to maximize impact in achieving longer-term, medium term and short-term objectives.
• Lead in the development of a planning cycle for the education project, including annual, quarterly and monthly planning as well as the follow-up of monthly work plans. Review project reports and ensure timely reports to donors and headquarters.
• Coordinate with Education Cluster Senior Manager to engage in education cluster meetings and emergency appeals.
• Represent at National education Taskforce, School Health Taskforce, other co-ordination and liaison meetings with education partners, National Education Authorities and other Stakeholders.
• 5 years project management experience, preferably gained within a development setting with an experience of working within an Education or Child Protection team or on a Education project.
• Demonstrable competence in training, monitoring and evaluation, policy review and formulation, proposal and report writing.
• Experience of community participation, ownership and empowerment.
• Strong representational and communication skills sensitive to the cultural and military/political environment.
