Job Summary

Responsible for communicating the Afghanistan Extractive Industries Transparency Initiative (AEITI) implementation, reporting to the National Coordinator

Duties & Responsibilities

Terms of Reference

The specific responsibilities of the EITI Communication Specialist are as following:


Provide overall direction and guidance on communication and public relations for AEITI across the country

Sharing collaborative case studies, audit findings, issues, policy analysis results and other research that informs policy of critical issues in AEITI’s thematic areas in terms of transparency, accountability and service delivery

Implement and monitor the AEITI strategic communications plan nationwide with the aim of achieving the AEITI’s set objectives

Coordinate and act as the central communication point for national media activities in AEITI

Act as media spokesperson in line with the aims and objectives of AEITI and the developed communication plans with the aim of ensuring optimal media exposure and proper information dissemination.

Productive interaction with CSOs, the private sector and government and other relevant stakeholders to deliver compelling messages and provide a mechanism for feedback to AEITI

Drafting professional communications materials, including press releases, information kits, workshop materials, talking points, speeches, brochures, scripts, and other related materials with the aim of achieving the set objectives of AEITI

Update the AEITI website, ensuring the site is always up to date

Identifying and maintaining lists of relevant media contacts, editors, community leaders, other opinion leaders, industry contacts and government contacts

Managing the dissemination of information, organizing workshops, identifying participants and associated logistical needs
Conduct public information and media campaigns on the AEITI
Guide all 3rd party consultants (and donor organizations) assigned to AEITI on communications/stakeholder management matter

Job Requirements

Masters degree in the relevant field with 2 years of relevant experience

Or Bachelor degree with 4 years of relevant experience.

experience in administrative & contract management within projects funded by international financing institutes

Extensive knowledge of Afghanistan Law on communication

Formal national & International communication training from recognized bodies

High levels of personal initiative, motivation, honesty and integrity

Knowledge of computer (MSOffice and Internet Package).

Excellent interpersonal skills.

Should be fluent in spoken and written of local languages and English.

The consultant will be selected in accordance with the procedures set out in the World Bank’s Section V of Guidelines: Selection and Employment of Consultants by World Bank Borrowers (revised Jan 2011).
