Job Summary


Implement Emergency and Resilience programs activities in Balkh province and other provinces in the Northern region based on needs and security access

Monitor the security situation in the province and provide related disaster information and analysis

Represent PIN in relevant meetings

Duties & Responsibilities

Program activities
a) General

Establish positive working relations to ensure trust and confidence within the ERM programme and other PIN programme teams;

Respect PIN staff national policy;

To ensure the proper respect of PIN’s regulations and security rules among the team.


b) Information collection and sharing

To participate in and support security and access assessments and activities aimed at opening access to new areas and provinces

To help develop methodologies for assessments and responses

To produce activity reports according to developed formats

To support any training of teams

To proactively coordinate and work with other international/national actors at provincial level
c) Disaster response

Carry out needs assessments within a short period following a natural or man-made disaster

Ensure the good design and implementation of all Emergency and Resilience activities across the covered provinces.

To ensure the availability, appropriate storage and packaging of emergency shelter and NFI kits

To supervise and ensure the good and rapid distribution of the above mentioned items to the beneficiaries based on established criteria

To ensure the proper organization and implementation of cash based interventions following a disaster, and the proper identification of beneficiaries based on established criteria

Supervise and monitor all project activities within the covered provinces (with respect to all technical guidelines, budget lines, results, indicators and deadlines)

Under the supervision of the Programme Manager, coordinate and liaise with local communities and authorities

Complete any other tasks as assigned

d) Disaster preparedness and resilience activities

To ensure proper implementation and supervise PIN’s Resilience Programme activities

To support the development of proper risk mitigation interventions and messages

To coordinate with other teams to ensure full coverage of needs and avoid gaps and overlaps

To organise, in close relation with PIN’s Emergency Programme team and other teams, follow-up visits to assisted communities within 2 months after intervention to reinforce disaster preparedness messages

e) Operational Team management

To manage and supervise a team of field officers and the head of office, Sheberghan.

f) Communication and reporting

To provide internal reporting on activities, in line with PIN’s internal reporting tools.

To support external reporting for coordination with other stakeholders at regional level

To maintain regular and ongoing communication with the Programme Manager

To maintain close relationships with other teams within PIN

To develop and maintain close relationships with other emergency and resilience partners

g) Coordination/relations with other stakeholders

To be in permanent relation with other humanitarian actors (e.g. INGOs, NGOs, UN agencies), ANDMA and any other relevant bodies at provincial level

To participate to Emergency Shelter and NFI Cluster at provincial level as required.

To ensure a good coordination between all actors during assessment and emergency and resilience response phases at provincial and regional level

Job Requirements


Min 5 years of experience implementing ERM projects

University Degree in related field

Independent, pro-active, capable of organizing his/her own work

Skilled in IT, communication, MS Word and Excell

Excellent written and spoken English and Dari.

Willingness to travel to remote locations when necessary

Prior experience in the field ERM preferably with INGO

Ability to work well under pressure
