The primary role of the Engineering Specialist is to oversee inspection of construction projects and provide engineering support to RECAP
The responsibilities of Engineering Specialist include but are not limited to the followings:
Supervise all stages, including but not limited to documents study, tools development, site-visit, data analysis and reporting, in engineering evaluation of construction projects
o Study contracting, design, quality control/assurance and close-out documents
o Contribute to developing and finalization of inspection tools such as engineering checklist and beneficiary questionnaires etc…
o Coordinating engineering laboratory tests
o Lead Inspection Engineers during site visits, ensuring sound conduct of the established inspection practices and tools
o Reviewing and approving site-visit daily reports of Inspection Engineers
o Analysing the defects identified during field visits in accordance to project contracting and design documents, as well as international codes and standards
o Assist in developing final report and organizing inspection deliverables to donor
Assist planning and analysis of limited inspections of public facilities, i.e. schools, clinics, roads, irrigation and small hydropower projects
o Coordinate security assessments of facilities and site-visit schedules
o Review inspection questionnaires and reporting forms
o Supervise data collection and analysis performed by Inspection Coordinator
o Assist in developing final report and organizing inspection deliverables to donor
Provide technical assistance in planning, implementation and reporting of engineering assessment of medium and large public infrastructure projects
Provide overall program support
Review performance of the staff directly supervised
Participate in technical meetings with donor
Ensure project delivery in a timely manner and with attention to quality
Ensure that security and safety measures are considered during site visits
Present RECAP at relevant national and international conferences and meetings
Carrying out any other related tasks assigned by the Program Manager
At least bachelor degree in civil engineering. A master degree in construction management is preferred.
A minimum of 4 years working experience as a construction manager, project manager, quality assurance or control engineer at national or international organizations. Construction inspection experience is preferred.
Hold sound knowledge of engineering contracting, design and build methods and practices
Familiar with engineering/building codes and basic mechanical and electrical systems
Proficiency in English and national languages (Pashto and Dari) is a must.
Skilled in using computer programs including AutoCAD and Microsoft Office
Willing to travel to provinces (i.e. safe areas)
Ability to work independently with minimal supervision and deliver on agreed timelines;
Integrity, punctuality, intellectual curiosity, willingness to take initiative, multi-tasking, and willingness to work under pressure to meet deadlines.
Good communication, interpersonal and analytical skills and team player;
