In 2022, the Mastercard Foundation in partnership with BRAC International (BI) will be announcing an initiative that will create positive and measurable impact for 1.2 million adolescent girls and young women and 9.5 million people across seven countries in East and West Africa, including Ghana, Kenya, Liberia, Rwanda, Sierra Leone, Tanzania, and Uganda.
The Data Enumerator will work under the technical guidance and supervision of the Sr. M&E Officer and will report to the Provincial M&E and MIS Coordinator. This is a short term assignment aimed for two months only to help the project/ M&E department conducting a Need Assessment/Bassline and collecting data/ information in the target communities in 30 districts/10 provinces. He/she will apply Multi-dimensional research methodologies where conducting FGDs, wealth ranking exercise, household interviews, KIIs and market observations with the target groups; poor households, women-led businesses, community based organization (CBOs), Shura members, market places and with other relevant stakeholders in 30 target districts/areas. The enumerators will help collect data, compile, review and if necessary, verify the data from the respondents to reach out to the target households. The incumbent will also help in the entry of data into database and respond back to question raised during the data analysis and its interpretation stage. He/she will provide assistance in data translation collected during the assessment exercise. He/She will understand the project objectives and target groups and will ensure integrity and transparency in delivery of assessment/research activities as well as reporting and coordination.
• Read and understand the projects’ theme and targets efficiently
• Conduct the Need Assessment/Bassline for the project and collect data/ information in the target communities
• Coordinate and plan all the data collection activities under the leadership of Provincial M&E and MIS Coordinator in the field
• Assist the community representative groups, Shura members and other target groups to take active FGDs and needs identifications.
• Conduct households’ interviews with the household heads introduced by the communities.
• Conduct Focal group discussions with the community gatekeepers to verify the needs of the households
• Conduct the KIIs, market researches, observations to identify the potential livelihood options and women-led business
• Support the M&E and project staff in data translation and computerization
• Write the transcript of FGDs, KIIs, market observation and other exercises
• Support in verification and reverification of in selection of the right beneficiaries and interventions of the project
• Respond to questions related to data collection, interpretation, analysis, cleaning and clarifications during report writing, or ad hoc.
• Achieve the target interviews, FGDs, KIIs, HH surveys, etc. within the stated timeframe
• Conduct target visits and other field travels to hard-to-reach areas
• Ensure data integrity, validity, quality of products as well as delivery of the planned activities.
• Comply with the BRAC M&E and Research SOPs and guidelines
• Comply with the BRAC data and information protection and dissemination policy, and not expose/share sensitive information collected form the communities and households
• Attend coordination meetings with M&E team and relevant project staff and come up with proposals that can support the efficient delivery research activities.
• Ensure safeguarding of staff, respondents and stakeholders in all the above components of work
• Carry out any other tasks assigned by the supervisor
• Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
• Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
• 2-3 years relevant experience in data collection, or M&E background, social and market researches
• Effective communication with communities/CDCs/household head
• Working experience with women economic empowerment, business development desirable
• Experience in working with CDC organization, mobilization and cohesions
• Experience in working with Refugees, IDPs and Host communities
• Experience in working with household improvement initiatives/interventions
• Experience in working any humanitarian response interventions
• Having geographical and contextual experience where applied
• Priority will be given to local applicants
• Good organizational, communication, interpersonal, and team skills.
• Good oral and written communication skills and time management skills.
• Good English, Pashto and Dari, both written and spoken
• Familiar with report writing and planning
• Honest, proactive, and well mannered.
• Coordination skills with project/Programme personnel and stakeholders located in distant offices/locations.
• Demonstrated experience in capturing learning and documenting knowledge
