The functional objective of UNOPS AGOC is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Government of Afghanistan and the donor community, where capacity building is always considered and encouraged. The aim of UNOPS AGOC is to provide implementation services to the Government of Afghanistan, the donor community and partner agencies in the reconstruction and development of the country. In doing so, UNOPS aims to exceed client expectations in the delivery of quality services throughout the country.
Reporting directly to the Head of Programmes, the Estimate and BoQ Engineer is expected to perform the following duties and responsibilities:
• Responsible for reviewing the plans and specifications on projects, prepared by others, and checking the final detail takeoff or Bill of Quantities (BoQ) required for construction in line with the design and technical specifications requirements for completeness and accuracy
• Confer with members of the design and engineering team and conduct research to determine project requirements/scope of work.
• Supervision and training of estimator engineers
• Conduct reviews of BOQs/Cost Estimates prepared by other members of the engineering team (i.e. electrical, mechanical design engineers) or by contractors for accuracy.
• Obtain material and construction prices for cost estimation.
• Determine accurate cost estimations as to the cost of building projects and other complex projects.
• Provide Cost Estimates on potential change orders, and changes in scope;
• Create and maintain an accurate Cost Estimating database of unit prices for building projects.
• Perform cost comparisons and advise the most efficient combination of cost.
• Assist on analyzing tenders
• Based in the Kabul Office, but may be asked to make short term field visits to project sites.
• Any other duties assigned by the Head of Programmes
3. Monitoring and Progress Controls
• Establishment of procedures for amendments of contracts.
• Control the quantity increase of the entire project on monthly basis.
4. Qualifications and Experience
a. Education
• Master’s Degree in Civil Engineering. Bachelors Degree with an additional 2 years of relevant experience may be accepted in lieu of the Masters requirement.
b. Work Experience
• A minimum of 5 years of experience providing Cost Estimating/Quantity Survey services for multi-disciplined engineering, construction or construction management companies.
• Strong technical background and working knowledge of construction work;
• Good analytical capability and attention to detail within calculations, checking and summarizing.
• Ability to interpret engineering documentation such as drawings, specifications, scope of works, etc.
c. Key Competencies
• Demonstrated planning and organizational skills and ability to coordinate the work of others, work on tight deadlines, and handle multiple concurrent activities;
• High degree of personal initiative and willingness to accept wide responsibilities;
• Excellent interpersonal skills, ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
• Excellent communication skills (spoken, written and presentational), including ability to present sensitive issues/positions and to write reports and technical decisions quantitatively justified;
• Proficiency in usage of computers, office software packages and advance design management software.
• Competent user of project control software, such as MS Project or Primavera.
• Excellent knowledge of both written and oral English is required
