The main project goal is to promote efficient and effectiveness operations of the Ministry of Finance of the Government of Afghanistan in fulfilling its mandate. The objective of the project is strengthen the capacity of Ministry of Finance in the use of “Budget” as the central instrument of GoA for effective delivery on national needs and priorities’, Provision of Support to the Government in the Policy Development, Strategic Implementation and Monitoring of the ANDS, inclusive of its22 National Priority Programs (NPPs) and Administration Support for Priority Reforms:
A phase-out of the project’s national professional staff positions in favour of MoF tashkeel-based civil service staffing presents a challenge, because the Government’s ability to pay market-level salaries so as to retain qualified and trained/upgraded technical staff will remain somewhat limited. As recommended by the mid-term evaluation of the current MBAW project, discussions must be held with the MoF towards the development of some scheme or mechanism that will result in the Government’s assuming greater financial responsibility for the MoF’s overall staffing costs. In the interim, the normal civil service salaries for tashkeel-based positions in the Budget, Policy, and Administration Departments could be “pooled” to allow full Government funding of the salaries of at least a few key positions at the (MBAW) salary scale now in place to retain qualified national consultant staff.
At the same time, it must be recognized that there are no short-cuts to building the capacity of MoF staff, nor any easy solutions to ensure the retention of such capacity under current Government salary levels. Hence, long-term donor financing will be required to allow the Ministry of Finance to undertake both its public financial management responsibilities and its ANDS/NPP-related aid management and coordination functions.
Given the complexities analyzed above, a detailed Exit Strategy for the project will be developed, jointly agreed by the government and UNDP; and it would be implemented upon Project Board’s approval. The Exit Strategy would include a comprehensive Capacity Development Plan and would be applicable for all the three components of the project.

1. Summary of key functions:
Development of an Exit Strategy Policy with the implementation plan for the MBAWP and all available TAs supporting PFM
a) Consolidate lessons learned for MBAWP with a view to contribute to improving the future policies, strategies and make recommendations to guide smooth and applicable exit strategy for UNDP (MBAW),
 Review of exsisting exit strategy paper and find out the failures and success
 Develop a new exit strategy paper with clear indicators and mechanisam to roll out current staff into project components government Tashkeels.
 Prepare implementation plan for exit strategy with a clear timeline.
 Development of Capacity Development plan applicable for all three components of the project





b) Develop an assessment matrix for the relevance, effectiveness, efficiency, impact and sustainability of the technical assistance for the Ministry of Finance
 Review of all current TORs and make it in line to exit strategy paper
 Review of fresh graduate students (economic faculty) hiring mechanisam and find ways to keep them for long term.
 Develop clear schemes or mechanisams for project components assuming greater financial responsibility for staffing cost and retian of current staff.

2. Methodology/approach of Review:
The assignment should be based on a stakeholder approach, where all groups and individuals, who affect and/or are affected by the achievements (outputs/outcome) of the project exit strategy, are involved in the development and analysis. Moreover, the assignment will take into consideration the social, political and economic context, which affects the overall performance of the project.
The approach of the assignment shall be participatory, that is, be flexible in design and implementation, ensure stakeholder participation and ownership, and facilitate learning and feedback.

3. Stages/phases of Review
The exit strategy development shall consist of the following stages/phases:

The consultant shall provide the following documents for the project:
A. Exit Strategy Policy
B. Implementation plan (results and resources framework) for the exit strategy

4. Time Frame and Reporting
The review should be completed within 30 days and the reporting frame will be as follow:
• Planning for review assignment (7 Days)
• Desk Review (7 Days)
• Meetings/consultations (10 Days)
• Development of Exit Strategy Policy (10 Days)
• Development of Implementation plan (6 Days)

Job Requirements

Education: Postgraduate degree in Public Administration, Management, political / administrative sciences

Experience: • 10 years work experience with UNDP, Government or a known International Organizations in filed of change management, institutlizations, organizational development etc.
• Extensive experience of re-structing, re-engering or exit methodlogies
• Combination of work experience in reform of public administration/change in developing countries preferable
• Previous working experience in Afghanistan and familiarity, or recent work in post-conflict countries and familiarity with UNDP Capacity Development Approach is an asset.

Language Requirements: Excellent oral, written, and presentation skills in English, verbal / writing knowledge of local Afghan languages an asset.
