About DAI

The Regional Agricultural Development Program – East (RADP-E) is a 5-year USAID funded program designed to addresses the demand for agricultural goods and services by partnering with the private sector to develop inclusive, growth-oriented Apricot, Dairy, Poultry and Tomato value chains in the central and eastern provinces of Ghazni, Kapisa, Laghman, Logar, Nangahar, Parwan, Wardak, and Kabul. To boost agricultural-led economic growth in targeted provinces and value chains, RADP-E will provide technical services to increase the competitiveness of selected value chains, expand the number of enterprises that can compete and upgrade products and services in selected markets and improve relationships and linkages between those firms and other market participants throughout the value chain.

Job Summary

The Field Accountant will be responsible for field accounting and financial management, and providing general support to the RADP-E Department of Finance. The Field Accountant will regularly travel to the eight RADP-East target provinces in order to manage field payments/cash disbursement to both vendors and participants for the program activities including workshops, meetings, conferences and trainings. While in the RADP-E Kabul office, the Field Accountant will lead the Department of Finance’s paper filing and digital archiving systems. He/she will also track payment and advance requests from the RADP-E staff, gathering necessary signatures and documentation to streamline payments and interdepartmental collaboration. The Field Accountant will be critical for supporting the Department of Finance as RADP-E field travel and project activities increase during Year 3-4

Duties & Responsibilities

Objective and Duties

  • Prepare necessary documentation for field cash disbursement for event participants;
  • Prepare project advance requests for field events and ensure that the process of advance requesting and advance clearing remains in accordance with DAI/RADP-E financial policies and procedures;
  • Ensure that all required receipts/documents are obtained from participants and attached with advance clearance vouchers pertaining to project events and activities conducted in the field;
  • Maintain cash counting controls in the field during physical disbursement by following company policies and procedures;
  • Ensure that each individual participant of the event physically receives cash payments and duly signs the cash disbursement sheet;
  • Maintain a detailed tracker of all field event payments/cash disbursement to participants and report the actual number of participants who received cash disbursement to the Technical Team, as necessary.
  • Maintain a separate filing system for field cash payment records;
  • Verification when payment documents are submitted to the finance unit and is approved, complete and fully ready for the payment processing, 
  • Maintain a detailed tracker of all payment requests received by the Department of Finance from inception through completion of payment;
  • Responsible to review and verify the completion of supporting documents are attached along with each payment transaction vouchers and ready for scanning, otherwise, any observation to be reported. 
  • Scan the completed transaction vouchers on a daily basis and properly archive the scanned and hard copies of the vouchers in the project’s filing system; 
  • Upload all monthly finance back-up documentation to the Box in accordance to the policy/deadlines established by the DAI Home Office (HO).
  • Responsible to organize and maintain an adequate filing system for hard copy of project finance vouchers in complete chronological (Monthly/Yearly) manner,
  • Make sure the necessary approvals/signatures are in placed in the payment documentation packages also ensure the signatory Name/Tiles is located along with signatures.
  • Review advance clearance and petty cash payment request documents for operational activities under the supervision of the RADP-E Finance Officer and Director of Finance.
  • Other tasks as required and assigned by the Director of Finance.

Job Requirements

Minimum Required Qualifications

·       Bachelor’s Degree and four years of experience OR Baccalaureate and seven years’ experience.

·       2 years of prior experience working in financial management for a USAID or other donor-funded program.

·       Ability and willingness to travel in the following provinces Nangarhar, Laghman, Ghazni, Wardak, Logar, Parwan, Kapsia and districts of Kabul. 

·       Demonstrated knowledge and professional experience with basic principles of accounting and financial management;

·       Proficiency with Microsoft Word, Excel and Power Point;

·       English language proficiency (speaking and writing).

Conditions of Work Requirements

Work and living facilities are in high security zones with frequent security drills and protocols and limited access to medical facilities. General work environment and living quarters requires ability to walk numerous flights of stairs on a daily basis. Security protocols require the individual in this position to be able to quickly climb multiple flights of stairs while wearing 30 lbs. of personal protective equipment, walk swiftly or run across uneven terrain without assistance, and enter and exit project vehicles without assistance.
