Job Summary

•This position is responsible to the Project Manager/ Project Coordinator for direction, coordination and overall management of the project civil works and construction works.
•Engineer will develop the most appropriate method and sequence of construction operation for the project.
•Plan and oversee the entire civil works and must anticipate the demands in terms of labour, materials, equipments and technical challenges.
•Very importantly, the field engineer to abide to the time line of the works.

Duties & Responsibilities

•Undertake field visits to LRRD target villages to assist participatory vulnerability assessments and understand the community infrastructure situations and its operation and maintenance
•Identify potential community infrastructure works related to agriculture (irrigation) and livestock promotion.
•Conduct detailed survey for feasibility of the sub-project which benefit the marginalised and poor communities in the project.
•Prepare technical documents, designs considered to the technical norms and specifications including the materials required for the sub-project. Submit the sub-project to the Project in consultation with CDCs and field project team.
•Conduct market survey of the materials required for the sub-project according to the design and site of work.
•drawing up plans and presenting schedules of work, often with visual aids such as bar charts and procedures diagrams using specialist planning computer software;
•analysing construction sites and local environments to determine appropriate logistics solutions and resources;
•preparing logistics plans and pricing schedules for individual projects;
•Facilitation of the development indicators of success of community projects and project the working conditions in schedule developed to prevent any seasonal shocks.

Support in implementation of Sub-project work at site and site supervision

•Assist CDCs in project planning, execution, monitoring and maintenance of community based infrastructure projects.
•Work closely with sub-office staff and partners in technical aspects of sub-project (irrigation works) implementation in order to achieve the project aims to agreed standards, budgets and timescales.
•To initiate the work by performing layout for the works approved, the works are to be implemented with technical supervision and work competently, accurately and efficiently.
•Supervise and guide the site supervisor throughout the process, like on design, materials required, labour management, technical aspects, risk reduction measures, maintenance of records, measurement of works etc.
• Labor management according to the requirements of work in site
Monitor progress on construction/project sites (wells, water points, communal irrigation systems, storage structures/ silos, etc. ).
•Management of materials and devices according to work progress
•Supervise, guide, and provide advice/technical assistance to the project staff
•Review the progress, quality and safety on the specific project site. Bring to the attention of the LRRD Management any design modifications that may be required during the implementation.

Technical Quality Control

•To ensure all technical documents submitted to the project management Team are prepared according to the standard rules and engineering design.
Assist and advise on procedures and guidelines for their proper adaptation in regard of quality control, monitoring system and work completion quantitative and qualitative evaluations.
Keep LRRD Management updated on all technical issues which can not be solved at local level.
•Responsible for the high quality output and efficient process of each assigned project, client relations, implementation and follow-ups.

Monitoring, review and documentation

•Conduct baseline and technical surveys, design and cost estimation on and ensure a high technical quality of the projects.
•Make regular site visits, supervise, monitor and ensure that the needs of the engineering/construction project is met and implementations of the agreed plans are carried out in a timely and appropriate manner
•Prepare accurate technical monitoring reports in written English. Discuss matters that need attention with LRRD Project Management and instruct the project field team the Project Officers, Social Organisers and CDCs accordingly
•Report accurate quantities for labour cost reports, accurately monitor material ledgers to determine if quantities remaining in the estimate are sufficient to complete the project in the field.
•Participate in project evaluations, assessment and assist in the analysis of results to measure project impact, need and effective use of resources.
•All work completion reports should have all project related documents, include the process documents, technical quality control report, labour report, sustainability report and photo features of different stages of construction.

Others
•Perform any other duties that may be assigned by the Action Aid Project Manager – LRRD

Job Requirements

• A minimum of 3- 5 years of experience in construction engineering and lay out experience. Previous work experience in similar community development projects, cash for work projects, irrigation works will be added advantage.
• Language proficiency in English and Dari. Additional language skills of Turkish, pasthu and others are additional advantage.
• Full working knowledge of surveying techniques, equipment standards, procedures and reading designs is essential.
• Computer skills are required, if knowledge of AUTO CAD is added advantage

Enthusiasm for challenge and new initiatives are prerequisites.

•Understanding of community-based nonprofit programs.
•Ability to integrate and harmonize diversified functions of different staffs.
•Understanding, influencing and serving others are important attributes in this position.
•Full knowledge of survey techniques, equipment standards, standard construction procedures, lay outs techniques and drawing designs and structures.
•Ability to conduct technical feasibility studies for construction works
•Ability to assume responsibility, interface and communicate with others.
•Effective oral and written communication skills and ability to represent Action Aid and project team in a professional manner to other stakeholders and the community.

Equipment to be used:

•Must be able to operate computers with design tools,
•Should have all survey tools with the person always.
•Ability to use calculator, camera and others
•Ability to use GPRS will be an added advantage
